Duties Description This position will be responsible for preserving title XX funding and assisting with changes to enhance title iv-e funding. The Supervising Accountant will work in the Title IV-E/Local District Claiming unit and will oversee the local district claiming function as well as manage the title XX/title IV-B enhanced fiscal sub-recipient monitoring. In addition, the incumbent will assist with the agency’s Services Random Moment Survey (SRMS) Replacement system project to incorporate the federal Family First Prevention Services Act and act as a liaison between the Office of Children and Family Services (OCFS) and the Office of Temporary Disability Assistance (OTDA) to ensure the Fiscal Reference Manuals are updated accordingly to address any changes with the SRMS process, claiming and/or related reporting changes.

The position is responsible for the following actions:

• Review and evaluate State/Federal statutory and regulatory changes to identify impacts that will require changes to the financial systems (Services Random Moment Survey and Automated Claiming System).
• Ensure all required changes to claiming schedules are incorporated into the Automated Claiming System (ACS) to allow the Local Departments of Social Services (LDSS) to claim according to federal and state regulations
• Analyze process documentation to determine the resulting impact on fiscal policy and cost allocation and make recommendations accordingly.
• Utilize technical writing expertise to ensure accurate updating and creation of accounting and fiscal policies and procedures.
• Oversee the cooperative agreement review and approval process; provide guidance to LDSS on allowable services eligible for OCFS reimbursement.
• Assist with the changes to the SRMS to capture the administrative costs of the preventive services portion of FFPSA; update the fiscal reference manuals/claim forms accordingly.
• Manage directly or indirectly Associate Accountants, SG-23, and senior Accountants, SG-18, of the title IV-E/Local District Claiming Unit.
• Prepare correspondence to the Local Districts and other entities in response to issues or questions they have submitted for clarification or consideration.
• Participate in meetings and take steps to operationalize changes to BFO business practices.
• Identify other needed changes determined by monitoring federal and state programs, directives, budgets, federal pronouncements, and audit findings.


Additional Comments This position requires excellent oral and written communication skills, strong working knowledge of Microsoft Word and Excel, Welfare Management System (WMS), Benefits Issuance Control System (BICS), and State Financial System.

Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
