Minimum Qualifications Currently a Human Resources Specialist 1, G-18, with one year of permanent competitive service ~ OR ~ Reachable for permanent appointment from the PATT or PCO eligible lists ~ OR ~ Eligible for transfer via Section 52.6, 70.1 or 70.4. Position may be filled at the trainee level. This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description Under the supervision of a Human Resources Specialist 2 Labor Relations, the incumbent will assume a balanced workload of labor relations assignments. Duties include, but are not limited to:
• Review and provide guidance on performance issues and appraisals.
• Interpret negotiated agreements, agency policies, attendance rules, and Civil Service Law and provide guidance.
• Participate in the development of training materials regarding employee relations and employee discipline; may provide training for agency mangers/supervisors.
• Collect and analyze data and develop recommendations.
• Assist with employee counseling and discipline activities.
• Confer with agency managers/supervisors, Office of Employee Relations, union representatives, and other as needed.
• Prepare documents, reports, and related correspondence.
• Investigate Justice Center complaints and workplace violence cases.
• May supervise administrative support staff.
• Other job-related duties as assigned.

Please note: Occasional travel required (Approximately 5%).

Note: As a Human Resources Specialist Trainee you would participate in a 2-year traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.
