Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must be permanent in the Mental Health Program Specialist 3 title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law.

All OMH Central Office employees who are vaccinated for COVID-19 must show proof of vaccination. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen). Those not vaccinated must indicate this. Vaccination is required for many OMH positions but not all. Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 3, Grade 25, position assigned to Division of State Operated Children’s and Adult Services. The incumbent will support the Division of State Operated Children’s and Adult Services and the 19 State Operated psychiatric centers to ensure the provision of care complies with expectations outlined by New York State rules and regulations, OMH’s Bureau of Inspection and Certification, and the Joint Commission. Specific duties to be performed may include, but are not limited to, the following:

Liaison with Bureau of External Review with focus on regulatory/accreditation preparedness.

Liaison to the Board of Visitors and other Governing Body activities.

Liaison with OPHE re: State Operations Data needs.

Liaison with the Bureau of Quality Improvement, which will include involvement as needed in patient investigations/ad hoc reviews of significant events.

Responsibility for coordination with Central Office stakeholders and the Psychiatric Centers regarding activities pertaining to the National Health Services Corp; CACS survey; CMS IPFQR/ORYX; and other related activities.

Liaison with OMHs Medical Informatics regarding MHARs initiatives and procurement of an updated EHR.

Collect, analyze, develop, and maintain databases for regular and ad hoc projects/reports as needed.

Organize and maintain COG Operational Guidance.

Provide oversight for compliance with expectations relating to the Social Security Administration and Voter Registration activities.

Responsibility for the Division’s adherence to the agency’s Internal Compliance.
