Minimum Qualifications Candidates must have one year of permanent status as a Information Technology Specialist 3 , and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 or 70.1 of the Civil Service Law.


All OMH Central Office employees who are vaccinated for COVID-19 must show proof of vaccination. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen). Those not vaccinated must indicate this. Vaccination is required for many OMH positions but not all. Duties Description The Information Technology Specialist 3, working with Business Analysts, OMH Clinical and other business stakeholders, will perform or assist in performing a wide range of agency program support and technical activities related to system design, configuration, maintenance, security, and will conduct or assist in business/systems analysis. The position is expected to provide application support for OMH business units and clinical programs.

Duties include, but are not limited to, the following:
• Supervision of Information Technology Specialist 2’s. Duties include the prioritization of work, coaching team members on skills required for building technical knowledge, IT related tasks, and oversight of gathering and evaluating information.
• Documents business systems or processes by describing all relevant factors including workflow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations, such as federal and State legislative mandates.
• Participates in meetings and works with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements.
• Assists in analyzing the impact of implementing new or modified systems on computer resources and other OMH programs.
• Will assist with various design activities such as creating program specifications, workflow diagrams or structured charts, and logical data models.
• Will participate in the testing phase of application development by assisting in the development of test plans, test conditions, validation testing, and performing quality assurance and user acceptance tests of programs and systems.
• Design, support and troubleshoot low-code applications utilizing Microsoft Power Automate, SharePoint and Teams for OMH business units and facility clinical staff.
• Support OMH telehealth programs, including but not limited to, the Patient iPad Initiative by performing app security evaluations, maintaining related documentation and interfacing with ITS staff to update VMWare Workspace ONE configurations.
• Maintains thorough understanding of the environment to ensure adherence to standards and utilizes accepted practices for enterprise design.
• Reviews current and proposed architectures to meet acceptable enterprise system practices.
• Makes recommendations for infrastructure improvements and deploys and maintains systems in accordance with established guidelines.
• Identify, analyze, and resolve issues for existing systems resulting from errors detected during, testing, implementation and/or daily use.
• Will have a working knowledge of SQL and relational database design, as well as experience with manipulating and importing data from flat files.
• Create software training, reference guides, FAQs and procedure manuals for end users.
• Will participate on the following projects, that include but are not limited to: Electronic Health Record Implementation, Infection Prevention and Control, Outpatient Scheduling, Internal Reporting, Cerner Upgrade, and Telehealth projects.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Demonstrate an interest in developing a deep understanding of OMH enterprise software and systems to develop a technical expertise that will help facilitate excellent end-user support.
• Maintain a collaborative environment that fosters and supports creative solutions and continuous improvement.
• Maintain a working environment that is committed to attracting, developing, and retaining a competent and highly motivated workforce.
• Must be able to work in a fast-paced environment where technical issues must be quickly resolved and communicated to end users.
