Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
Senior Accountant: Reachable for appointment on current Civil Service eligible list used for filling this title or one year of permanent competitive service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Examples of eligible titles include but are not limited to: Auditor 1, Senior Budgeting Analyst, State Program Examiner 1.
Accountant Trainee 1 or 2: Reachable for appointment on current Civil Service eligible list used for filling this title, or one year of permanent competitive service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Examples of eligible titles include but are not limited to: Auditor Tr 1, Budgeting Analyst Tr 1, etc.
Please note, candidates in a transferable title may also require the additional qualification of 24 semester credit hours in accounting, auditing or taxation. Transcripts will be required for appointment.
Duties Description Under the supervision of a Associate Accountant, the incumbent of the Senior Accountant position in the Bureau of Financial Operations will be assigned to the Cost Allocation Unit. The employee will be responsible for the following duties:
Oversee the collection of cost allocation statistics for the central office cost allocation claim (COCAC).
Supervise one Agency Program Aide and review work for accuracy and completeness.
Review various payroll reports to ensure that employees are being allocated to the appropriate program areas.
Communicate and coordinate with our partners at the Office of Temporary and Disability Assistance (OTDA) and the Department of Health (DOH) to ensure that cost allocation data is accurate and timely.
Communicate and coordinate with various OCFS Bureaus/Offices to ensure that the data we receive in support of our cost allocation plan is accurate and timely.
Assist with special projects as assigned.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
