Minimum Qualifications Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR Qualify for Provisional appointment as described below.

Provisional Qualifications:
To qualify for provisional appointment, candidate must have a bachelor’s degree AND
Either 1. two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency
Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and one year of professional clinical* or professional administrative experience ** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.

Duties Description The Addictions Program Specialist 1 in the Talent Management Bureau, Credentialing Unit will:

1. Review Initial and/or Renewal Credentialing applications and mail for completeness and compliance with regulatory requirements. Prepare written correspondence regarding the status of Initial and/or Renewal applications and other related information. Maintain systems to track progress.

2. Process Initial and/or Renewal applications and issue credentials, via the OASAS Part 853 Credentialing Regulations and the Credentialing Unit’s policy and procedures

3. Provide technical assistance through the Credentialing Information Line or via the Credentialing Mailbox to applicants and individuals seeking credentialing information.

4. Promote the CASAC, CPP/CPS and Problem Gambling credentials by representing the Unit at conferences and/or recruitment events.

5. Assist in the ongoing development, refinement, and implementation of Credentialing Unit policies and procedures.

6. Perform other duties as assigned.

Grade 18: $61,270 - $77,912
Trainee 1: $46,529 - $59,542
Trainee 2: $49,202 - $62,806
(some appointees will serve a 2-year traineeship leading to a Grade 18)
