Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as a Veterans Education Program Representative 2. To qualify for transfer, candidates must also possess a Master’s degree AND either:

1. Two years of professional level administrative experience** or educational experience within a college, university, education agency, governmental agency, professional association, or within an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education. One year of this experience must have included performing duties related to the preparation, regulation, or oversight of the licensed professions;*** training, testing, or supervising of licensed professionals; or the development; review, evaluation or offering of licensed professional education programs; OR
2. Two years of professional level administrative experience** or educational experience in credentialing or discipline of professional licensees. **Professional level administrative experience includes, but is not limited to, engaging in the following duties:

• Reviewing and recommending/taking action on applications for courses in a college or university;
• Reviewing and recommending/taking action on applications for continuing education and professional development courses offered by an education agency or professional association;
• Reviewing education, experience, personal statements, references and/or examination scores and making appropriate recommendation or taking action on application for licensure under State laws;
• Reviewing education, experience, personal statements, references and/or examination scores and making appropriate recommendation or taking action on application for certification or credentialing under standards set by a professional association, certification body (e.g., medical, or behavioral health specialty areas);
• Reviewing complaints and questions about ethical or acceptable practices by members of a professional association, holders of a specialty credential, or similar disciplinary activity;
• Reviewing complaints and questions about professional conduct by licensed professionals;
• Reviewing and approving, denying, or requesting clarification from providers approved or seeking renewal of authorization to provide education, continuing education, or similar activities in accordance with acceptable standards; and
• Experience as an instructor, trainer or educator in continuing education or professional development programs that includes the development and preparation of instructional material, including learning objectives and assessments.

Duties Description The New York State Education Department is seeking candidates for an Assistant in Professional Education in the Dentistry, Optometry and Chiropractic Board Office. This State Board Office assists the Board of Regents and the Department in the licensing and practice of the professions of dentistry, dental hygiene, dental assisting, Optometry and Chiropractic. Under the general direction of the State Board Executive Secretary, the duties of the Assistant in Professional Education include, but are not limited to:

• Respond verbally or in writing to pre-licensure applicants, licensees and the public regarding practice issues and licensing requirements, education, exam’s and administration of professional experience;
• Supervise professional staff and associated clerical staff who are responsible for experience evaluations and mandatory continuing education;
• Cover phones during lunches, absences and vacation of Board staff;
• In conjunction with the EPA 2, review and approve: experience applications for licensure and applications for registration as a sponsor of continuing professional education;
• Analyze petitions to the Committee on the Professions for a waiver of certain requirements for licensure and prepare memos recommending approval for the Executive Secretary’s signature;
• Assist in drafting language for bill comments and proposed regulatory amendments;
• Assist the Office of Professional Education Program Review in evaluation of curricula for registration of professional programs;
• Prepare draft responses for signature of other Department personnel such as Executive Secretary, Deputy Commissioner, etc.;
• Review submissions of anesthesia programs as well as individual anesthesia applications and prepare correspondence regarding application status;
• Work with the Division of Processing and Licensing Services on identifying and resolving Dental Residency Roster (Form 5R) issues and correspond with program directors;
• Take and prepare minutes of Full Board Meetings of the State Boards on a periodic basis;
• Assist Executive Secretary in arranging and conducting interviews for prospective State Board members and for Board Office staff;
• Assist Executive Secretary and staff in the training of new employees;
• Serve as a subject matter expert for the office and participate in the Office for the Professions development and implementation of an electronic licensing system; and
• Oversee office operation in the absence of the Executive Secretary.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
