Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law, or be appointed in accordance with provisions provided by Civil Service Law, Section 55b/c.
Duties Description Under the supervision of the IT Procurement Unit supervisor, the selected candidate duties will include, but are not limited to:
• Developing proficiency in the Statewide Financial System (SFS) as it relates to procurement contracts and purchase order processing.
• Conducting buyer review of General Purchase Requisitions as a PO Processor in SFS for completeness and consistency with internal/external requirements of State Finance Law (162/163).
• Conducting buyer review of Contract Requisitions to prepare, recommend, process, and document informal purchases and formal competitive bidding via Request for Quotation (RFQ) or other competitive solicitations, as well as sole or single source procurements.
• Working with and providing guidance as needed to agency staff and/or potential bidders in order to facilitate contract and procurement processes in accordance with all internal and external controls.
• Working with Control Agencies as needed to secure approval of procurements.
• Assisting with miscellaneous special projects, as needed.
Selected individual will be primarily assigned to work with Information Technology-related procurements (ie: hardware, software, consulting and other IT services) and must maintain a current knowledge of requirements for procurement contracts, SFS guidelines and other factors which may influence decisions and facilitate tailoring of contractual provisions.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
