Duties Description Under the direction of the Director of Strategic Planning and Innovation, the incumbent of this position will help coordinate and support agency wide IT portfolio and project management activities. The Business Systems Analyst 2 will perform and oversee activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results.
The incumbent in the position will:

• Assist with Department IT support and manage ongoing IT initiatives.
• Plan and perform IT system oversight, research and information gathering activities.
• Review, document, and categorize current or “as-is” state of exam modernization business processes to determine the desired future or “to be” state of those processes.
• Identify and document the scope of business process changes or enhancements required by procedural changes or by changes to federal, State or local laws and statutes.
• Prioritize business process changes to maintain system functionality and efficiencies.
• Establish timetables for completion of projects.
• Communicate business process and system requirements to IT staff, Department staff and stakeholders.
• Develop test data scenarios, analyze the results, and validate requirements throughout the business analysis process.
• Review and write business system documentation.
• Review training plans and train users on new IT system functions or business processes.
• Review and analyze business process deficiencies requiring resolution during or after implementation.
• Perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions.
