Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Library Clerk 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-7 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have graduated from high school or be in possession of a high school equivalency diploma AND have one year of library clerical experience OR 30 college semester credit hours, of which at least nine (9) college semester credit hours MUST be in any combination of the following: library/information science, computer applications, or information studies.
PREFERRED QUALIFICATIONS: A working knowledge of library filing systems is required. Previous experience with computers is helpful.
Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Library Clerk 2 position within the NYS Library’s Circulation Services Unit. Under the direct supervision of a Library Clerk 3 (Circulation) the incumbent in this position will assist in managing daily operation and activities in the Circulation Services Unit and will be assigned to the library’s Basement Stacks. The Library Clerk 2 will directly supervise clerical staff assigned to their floor. The incumbent will ensure materials are retrieved from the Library’s collections for onsite and off-site customers accurately and efficiently, and ensure that materials are filed correctly. This position requires the incumbent to be able to bend, reach, stoop, lift, push heavy book carts and stand for long periods of time. Duties of this position include, but are not limited to, the following:
• Manage the daily operation and activities in the Library’s Circulation/Stack Unit, including both public services and stack maintenance activities;
• Retrieve materials from the Library stacks for on-site and off-site customers;
• Staff the Circulation desk for one or more hours per day;
• Review “unfilled” Interlibrary Loan requests to determine appropriate course of action;
• Sort and file Library materials;
• Ensure materials are handled and stored properly on shelves;
• Shifts collections, as needed; and
• Provide supervision and direction to Unit clerical staff, which includes, but is not limited to training, monitoring and evaluating work performance, assigning and reviewing work, scheduling, and providing training, feedback and problem resolution.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or temporary provisional appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Provisional candidates must take the examination for Library Clerk 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. The selected candidate must be able to bend, reach, stoop, lift and push heavy book carts. Hours of work: 8:30 or 9:00 am to 5:00pm, Monday-Friday. In addition, all clerks and librarians in the Public Services Unit are required to participate in a scheduled Saturday rotation. Hours of work on Saturday are 9:15 am to 5:15 pm. (Saturday hours are currently on pause due to Covid-19 pandemic)
