Minimum Qualifications Candidate must be reachable on the appropriate Civil Service eligible List OR a current New York State employee with one year of permanent or contingent-permanent service in a title at or above SG-23 and eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the event that an eligible list for this title does not exist, or has less than three acceptors, a current NYS Employee with one year of permanent service in a professional position as a Human Resources Specialist 2 (Labor Relations); Human Resources Specialist 2 or Administrative Officer 1, allocated to Grade 23 or above may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
Duties Description The incumbent would be required to:
• Supervise subordinate staff in providing expert advice and assistance to program managers and supervisors regarding disciplinary matters, grievances, and employee performance evaluations.
• Oversee investigations of alleged employee misconduct or incompetence and the preparation of related reports.
• Conduct appropriate review of notices of discipline; assist in preparing for settlement meetings and arbitration hearings.
• Direct and coordinate administration of negotiated agreements with employee unions as well as the rules and regulations governing non-union employees; assist in or personally conduct negotiations with employee representatives on local issues affecting the terms and conditions of employment.
• Represent the bureau at meetings with agency administrators, union officials, GOER, PERB, Civil Service etc.
• May serve on performance evaluation appeals boards and issue determinations of such boards.
• Travel as required.
• Meet the Department's time and attendance requirements.
• Performs other duties/LR projects as assigned.
