Duties Description The Director of Intergovernmental Relations (Civil Service title: Legislative Liaison) focuses primarily on external matters, representing the Office of the Medicaid Inspector General (OMIG) with legislative and other governmental entities or external stakeholders in support of the OMIG’s mission. Reporting directly to the Director of Public Information, duties include, but are not limited to:
Provide expertise and support to the agency in establishing legislative goals and strategies in the area of reducing fraud, waste, and abuse in the Medicaid program based on agency priorities:
• Provide analyses, information, and comments on legislation, policies and/or regulations proposed by other agencies or entities and their potential impact on OMIG operations and goals.
• Assist OMIG in collaborating with representatives of federal, state, and local agencies to draft sound, consistent legislation, and regulations in support of OMIG initiatives.
• Assist OMIG in collaborating with representatives of providers and managed care plans in support of OMIG initiatives.
• Develop tracking systems to chart the status of all legislative and intergovernmental affairs, and contacts.
• Research additional information and/or seek out the counsel of other experts to support negotiations; prepare supporting documents to present OMIG’s position to specific audiences.
• Present convincing and well-founded arguments to political leaders and legislative staff as to the OMIG’s position, and action that should be taken regarding given legislation or policy.
• Manage quarterly meetings with the State Legislature.
• Provide articulate, concise, and well-supported opinions concerning the merits of the OMIG’s position on given legislation or policy.
• Oversee or participate in the research and development of OMIG policy statements.
• Serve as programmatic liaison with external stakeholders on matters impacting fraud, waste, and abuse in the Medicaid program.
• As assigned, and in coordination with OMIG’s Bureau of Human Resources, liaise with the Governor’s Appointments Office with regard to the Agency’s staffing plan and management of exempt and non-competitive vacancies.


Additional Comments Salary will be commensurate with experience. This position is located in Albany. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position will serve at the pleasure of the appointing authority.
