Minimum Qualifications Interested candidates must be reachable on the appropriate Civil Service eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.

Transfer via 70.1:
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title allocated to a grade 16 or higher and a bachelor’s degree and 24 credit hours in accounting, auditing, or taxation courses.

To be eligible for a 70.1 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a qualifying title, allocated to a grade 12 or higher, a bachelor’s degree or higher including 24 credit hours in accounting, auditing, or taxation courses.

Transfer via 70.4:
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher,
A bachelor’s degree or higher including 24 credit hours in accounting, auditing, or taxation courses.
Meet the open competitive minimum qualifications of the position
And Have standing on the open competitive examination Professional Career Opportunities (PCO-Select Job Titles).

To be eligible to transfer from an Accountant Aide to an Accountant Trainee 1, the candidate must: Have one year of permanent competitive service as an Accountant Aide, and 24 credit hours in accounting/auditing.

When determining eligibility for transfer, the Office of Human Resources will confirm trainee level. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.

Duties Description Responds to written inquiries and telephone calls from pensioners, members, and others regarding the tax consequences related to benefits paid by the Systems:
• Participates in phone tree, answering calls received from pensioners, members and beneficiaries regarding tax issues and Form 1099-R questions, particularly more complex taxable loan questions transferred by the Retirement System Call Center. Completes IRS Form 712 Life Insurance Statement for membership as requested. Examines and approves various tax maintenance cases for members and pensioners. Performs various tasks related to tax related processing, including processing of W-4Ps, DRO processing, 1099R adjustments and IIC tax maintenance cases. Reviews schedule of re-deposited check transactions to identify cases in which year-to-date amounts need to be corrected and performs the required processing to adjust the member data. Reviews the work of other Tax Unit staff.

Performs daily tax functions related to tax processing and federal tax reconciliation and payment:
• Calculates, reconciles and prepares payment documentation for daily deposit of federal tax withholding. Identifies discrepancies and works with business partners to correct/adjust.

Participates in year-end process for issuance of 1099’s:
• In collaboration with Information Technology staff, close, reconcile and generate IRS form 1099-R for NYSLRS members and beneficiaries. This process includes detailed reconciliation of reports to General Ledger balances.

Assists in the preparation and documentation of correction reporting to the IRS:
• Accountant will review and provide documentation for correction reporting to the IRS for member/beneficiary deaths and related corrections.

Assists Associate Accountant in researching tax matters affecting Retirement System operations. The Accountant must be familiar with both printed sources and electronic media technology for sources for tax research, including IRS website navigation and Accounting Bureau archived opinions:
• Assists Associate Accountant in researching issues that arise from benefit payments and adjustments. Performs tax research ensuring that appropriate documentation is organized and available for review by others. Assists the Associate Accountant in the development/maintenance of Tax Section written procedures based on research.

Provides technical support and backup for daily processing to other Tax Section staff as required:
Cross train and provide support for other Senior Accountants in the Tax Service Unit, including international taxpayers and processing of 1042-S forms. Obtain a general understanding and knowledge of relevant sections of the Internal Revenue Code and the New York State Retirement and Social Security Laws that pertain to distributions paid by the Retirement System.
