Duties Description The Senior Budgeting Analyst, Grade 18, will work in the Finance and Budget (F&B) Section of the Office of Administration (OA), and under general supervision, will perform duties related to F&B’s accounts payable, local grant administration, and diversity purchasing programs. Specific duties may include, but are not limited to:
• Working within the Department’s Accounts Payable Unit in F&B, including performing tasks related to payment processing, revenue accounting, data analysis and related research and reporting, and entering and approving transactions in the Statewide Financial System (SFS).
• Assisting in the preparation of the Agency’s budget requests based on knowledge of Division of Budget (DOB) guidelines, the State Finance Law, relevant agency programs and policies, previous budget requests, and applicable federal policies and rules.
• Preparing various reports and correspondence related to expenditures and budget activities and advising staff on matters involving interpretation and application of fiscal rules and regulations of State and federal agencies.
• Utilizing SFS to conduct a variety of budgetary-related transactions and generate reports.
• Performing budgeting tasks relating to federal funds, contracts, and grants.
• Participating in utility revenue collection activities, including but not limited to utility company assessment calculation and billing, revenue collection, and depositing.
• Collecting and depositing miscellaneous fees and fines, in accordance with State Comptroller guidelines.
• Assisting with Department Internal Control activities, including certifying internal controls over the payment process and compliance with DOB internal control requirements.
• Assisting with preparing, reviewing, and submitting spending requests for DOB approval.
The ideal candidate will have:
• Proficiency using SFS.
• Familiarity with invoice, requisition, voucher, and contract activities in SFS.
