Must be reachable on the Human Resources Specialist 2 list or must be currently serving in a New York State civil service title eligible for 70.1 or 56.2 transfer. Please refer to the GOT IT website to verify eligibility for transfer.

Duties Description ?Under the direction of a Human Resources Manager, the incumbent will work primarily with ORA and will supervise the HR Specialist 1 located at Gertz Plaza.

Responsible for the oversite of various personnel activities such as position classification, recruitment and staffing, workforce analysis, employee relations, Business Services Center relations and all daily Human Resources activities. Illustrative duties include:

Supervision of subordinate staff engaged in activities supporting recruitment to develop and maintain an adequate and competent organizational workforce
Assist in the supervision of all tasks pertaining to the appointment, assignment and evaluation of personnel to include: canvassing of eligible lists; transfer or reinstatement considerations; foster relationships with HCR's program managers; administration of reductions in workforce; preparation of personnel transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives; maintain effective procedures for timely probationary work evaluations and annual employee work performance ratings and appraisals;
Supervise the processing and orientation of new employees
Assist in the administration of the employee relations program to include: advising managers on counseling individual employees to rectify existing and potential problem situations; interpretation of union contracts to ensure uniform understanding;
Prepare various personnel reports and related correspondence which may include conducting studies designed to gather and evaluate information which may be used by HCR Management to solve a problem or to improve HCR's personnel program;
