Minimum Qualifications Interested candidates must be reachable on the Employees’ Retirement System Examiner 2 List or eligible to transfer under Section 70.1 of the Civil Service Law.
To be eligible for a 70.1 transfer: Interested candidates must have one year of permanent competitive service in a qualifying title allocated to a salary grade 10 or above.

Duties Description • Elected and Appointed Officials Reporting:
o Develop proficiency in understanding Elected and Appointed Officials Reporting requirements and review reporting documentation to ensure compliance with Regulation 315.3 and 315.4.
o Review Standard Work Day and Reporting Resolution for Elected and Appointed Officials for accuracy and compliance.
o Complete checklist to determine if Resolution meets acceptable criteria.
o Review Elected and Appointed Officials Reporting documentation including member folders to ensure the contents match what the employer is reporting.
o Make written and verbal contact with members and employers to obtain accurate and complete membership data, which includes preparing and sending letters to employers and members to make necessary corrections.
o Identify discrepancies and assist Bureau management to work with staff from various Bureaus in the Retirement System to take necessary actions.

• Independent Contractor versus Employee (ICE) Reviews:
o Correspond with employers and employees to obtain necessary information necessary for determining proper member status and making ICE determinations.
o Review documentation and request information that might be needed for a thorough review.
o Maintain and update databases as required including MEBEL, PeopleSoft and FileNet.
o Compile and organize documentation requested from public employers throughout the state.
o Verify forms are properly completed.
o Request additional documentation if necessary.
o Actively follow-up on requests to insure timely completion of cases.
o Flag potential ICE cases for further review.


• Internal and External Knowledge Sharing and Training:
o Have a good basic knowledge of all of the Division’s processes including membership, retirement, arrears, tier reinstatement, and benefit calculations and be able to apply this knowledge to identify errors and alerting management to systematic problems that cause errors.
o Have a good basic knowledge of the Retirement and Social Security Law (RSSL), New York State Codes Rules and Regulations (NYCRR), policies and procedures that govern the Retirement System.
o Review NYSLRS Portal data with Data Quality Team and relay the collected information to the impacted bureaus.
o Assist in Quality Assurance reviews. Request process and procedures from bureau/unit being reviewed. Request queries from Data Analytics team. Organize folders and documentation in preparation for review. Gather all necessary documentation in individual cases being reviewed. Inform supervisors of initial findings from collected documentation.
o Possess a good working knowledge of applicable databases including MEBEL, PeopleSoft, Pension Integrity Employer Reporting (PIER), Elected and Appointed Official Reporting (EAOR) and Independent Contractor versus Employee (ICE).
o Participate in the implementation of the corrective actions with members and employers through written and oral communications.
o Be able to collect, understand and communicate information to assist higher level staff in drawing conclusions.

• Inquiries, Referrals and Unprecedented Cases:
o Gather documents and information from System databases for cases that are referred to the Pension Integrity Bureau and summarized findings in a format useful to management for the development of a corrective action plan and facilitating the correction of error in System data if necessary.
o Gather and review data from System databases regarding external audit findings and assist higher level staff and Bureau auditors with investigating the issues.
o Prepare correspondences to and communicate by telephone with employers and members to obtain and review information that is needed for determining member status, the accuracy of reporting and compliance with participation requirements.
o Participate in the Bureau’s efforts to determine the nature of complex problems, diagnose causes and develop solutions.
o Track referrals and outstanding external audit recommendations using Excel or other database software.
o Participate in the development of creative and innovative ways of resolving issues.
