Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:

52.6 TRANSFER QUALIFICATIONS: Current NYS employees with one year or more of permanent, contingent permanent, or 55b/c service in a title allocated to Grade 16 or higher and designated as Administrative under Section 52.6 of the Civil Service Law.

Note: For 52.6 and 70.1 transfers, a comprehensive list of titles approved for transfers is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.

70.4 TRANSFER QUALIFICATIONS: Candidates with one year of permanent competitive or 55 b/c service at a salary grade 11 or higher, who have taken and passed the Program Research Specialist Trainee 1 exam, and who have a bachelor’s degree including nine credit hours in statistics, economics, econometrics and/or research methods may be considered for a 70.4 transfer to a Program Research Specialist Trainee 1.

Your degree must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency and pay the necessary fee. 55b/c: This position may be designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/55c letter when applying. You must also have a bachelor’s degree including nine credit hours in statistics, economics, econometrics and/or research.

PREFERRED QUALIFICATIONS: Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES:

The Program Research Specialist 2 will oversee the production of Federal performance reports and monitoring compliance with data standards for programs funded under the Workforce Innovation and Opportunity Act.
