Minimum Qualifications To be considered for appointment, candidates must be reachable from the appropriate Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the direct supervision of the Associate Director of Human Resources 2 in the Policies and Analytics unit of the Office of Human Resources (OHR), duties will include, but are not limited to:
• Review all OHR policies
o Determine whether to update, archive, or recertify Administrative Processes, Bulletins, and internal OHR Policies.
o Work with the appropriate business unit to update specific policies as needed and track all changes and approvals of process.
• Creating Reports
o Create custom reports, charts, and tables for OHR business units and Executive requests.
o Run canned reports in NYSTEP, HRIS, and WFA systems as needed.
• Review and organize all standard operating procedures in the Office of Human Resources
o Assess processes for possible streamlining
o Work with the appropriate business unit to update outdated procedures and tie into new technologies as they are adapted
• Review and Analyze all forms used by the Office of Human Resources for improvements/updates
o Identify outdated forms and determine whether to update or archive them
o Meet with OHR business units regarding the requirement of forms based on new policies and procedures
o Ability to analyze and develop ways to streamline forms processing, including converting Microsoft Word forms to fillable Adobe PDF or electronic forms where possible
• Gain a solid understanding of NYSTEP, HRIS & the Civil Service Eligible List Management System (ELMS)
o Understand the codes used for Personnel transactions and the structure of Title Position Management (TPM) within the Department
• Assist in the department’s transition to Human Resources Management System (HRMS)
• Assist with special projects as needed
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
