Minimum Qualifications "Current New York State Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, Grade 23.

OR: New York State employee with one year of permanent or contingent-permanent, competitive service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills; the ability to work independently; and excellent communication skills to communicate effectively with a variable audience. In addition, the ideal candidate must have excellent computer, writing and editing skills and be able to effectively interpret laws and regulations governing adult care and assisted living facilities in New York State.

Duties Description Reporting to the Bureau Director, the incumbent will manage the Division of Adult Care Facility and Assisted Living Surveillance’s Bureau of Quality Assurance Unit and co-chair the Quality Assurance Committee. Duties include supervision of lower level staff including clinical staff; oversight of unit tasks and assignments; maintenance of a centralized policy repository; development and management of new policies and procedures as needed to strengthen internal controls and improve consistency; provide training; chair the statewide (internal) clinical workgroup; provide backup to the Bureau Director; review draft citations for quality assurance; manage external and public-facing email mailboxes to ensure policy and regulatory consistency; and other duties as assigned.

Additional Comments This position may require travel to areas not readily served by public transit.
