Minimum Qualifications Current NYS employee with one year of permanent or contingent permanent service in a title at or above SG-23 and eligible for transfer under Section 52.6 of the Civil Service Law.

Non-competitive promotion: A permanent competitive appointment via a non-competitive examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law if three or fewer qualified candidates in the Department promotion field apply for this position. Qualifications for non-competitive promotion for this title include: One year of permanent service in a professional training position allocated to Grade 23 or above.

Provisional appointment minimum qualifications:
In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent service in a professional training position allocated to Grade 23 or above may be appointed on a provisional basis.

Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.

Duties Description
The incumbent will exercise independent judgment in performing the following duties:

• The Training Director is responsible for effectively training, supervising, communicating, planning, managing and evaluating a comprehensive training program for agency staff
• Develops agency policies concerning education and outreach strategies.
• Directs training needs of approximately 5,000 Department staff members, including approximately 1,500 supervisors and 550 managers.
• Assists in managing legislatively mandated training, outreach, and education function for 40,000 tax professionals. Collaborates with the Professional Responsibility Unit to determine continuing education needs.
• Oversees the scheduling of 320+ instructor-led courses and administration of 10 required online learning courses for Department staff.
• In collaboration with the Office of Real Property Tax Services, coordinates training to tax assessors across all New York State municipalities.
• Collaborates with executive and program leaders to identify training and development needs in context of agency goals and objectives, and legislative mandates.
• Directs and oversees the performance of analysis to determine the most efficacious mix of training delivery methods based on learner, program needs, timeliness and costs.
• Develops yearly operational plans in alignment with HR strategic vision and goals and the agency’s strategic plan which focus on initiatives to improve performance of agency operations. Reconciles and prioritizes the training needs of the agency and tax professionals with the resources available.
• Ensures bureau products and services are customer oriented, timely, accurate, innovative and aligned with strategic, executive direction and operational plans.
• Directs the development and delivery of bureau services. Maintains state of the art knowledge of current adult pedagogical methods and delivery systems. Leads staff with the expectations of accountability and integrity, continuous learning, commitment, adaptability, diversity and energy.
• Directs the development of professional supervisory and journey-level staff delivering training services to Department clients. Coaches staff in a manner that optimizes use of their existing strengths and assists them in improving their knowledge, skills and abilities.
• Develops and maintains good working relationships with vendors, unions, other agencies, professional organizations and local colleges. Directs collaboration with partners based on cost benefit analysis.
• Identifies innovative and/or cost saving initiatives which leverage Department staff and technology to increase organizational capacity encouraging an environment of growth, change and creativity.
• Provides analysis and assistance to clients to improve employee or group performance. Establishes performance standards and methods for evaluating results.
• Directs the development and dissemination of training, outreach and communications materials through various media channels including paper-based documents, audio and video applications and live presentations.
