Minimum Qualifications Twelve years of professional level work experience, three of which must have included managerial, decision-making and/or oversight responsibilities for a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may be substituted for four years of the general professional experience.
Preferred Qualifications: The preferred candidate would be knowledgeable about: health services, public health issues, existing and proposed health care provider payment issues and methodologies at the Federal and State level, Certificate of Need processes. Candidate should posses strong analytical skills, have the ability to manage multiple priorities, experience in managing programs and supervising a large number of staff, and have excellent presentation and communication skills.
Duties Description This position is for the Deputy Director of the Center for Health Care Facility Planning, Licensure, and Finance. Employee will lead and oversee all aspects of the program operations including policy development and implementation, budget development and management, and administrative functions of the Center. The Center includes two divisions, seven bureaus, and is comprised of approximately 60 professional staff. The Deputy Director is responsible for directing the agencies Certificate of Need (CON) program which establishes and certifies health care providers and reviews construction projects for hospitals, clinics, nursing homes, adult day health care programs, home care agencies, and hospice programs. This position will provide oversight of the administration of the Public Health and Health Planning Council, and actively participate in public meetings of the Council. The Deputy Director will develop policy recommendations and regulatory changes to support health system restructuring and improve the quality of care in the health care environment.
