Minimum Qualifications Possession of a license to practice medicine in New York State, Board certification in a medical specialty, and two years of experience in a clinical, hospital, or patient care setting.

Preferred Qualifications: Eight years of post-licensure experience practicing medicine, at least one of which is in an administrative or supervisory capacity. Demonstrated clinical and/or administrative leadership in health care delivery, including policy-making and/or quality assurance/quality improvement experience. A strong understanding of the medical misconduct process as well as excellent communication skills, strong decision-making capability and effective collaborative skills are valued.

Duties Description Under the general oversight of the Director of the Office of Professional Medical Conduct (OPMC) Physician Monitoring Program (PMP) , the incumbent of this position serves as the Medical Director for the PMP. The PMP Medical Director provides advice on clinical matters to the staff who work in the PMP, as well as all OPMC staff statewide, as appropriate. Specific duties include:

•Participating in the review, approval, and oversight of Practice Monitors and monitoring plans, including developing and implementing a Quality Assurance program for Practice Monitors, and evaluating the reports and performance of practice monitors;
•Serving as the primary medical liaison to the Committee for Physician’s Health in its program assisting physicians, residents, medical students and physician assistants who are suffering from impairments that could have an adverse impact on their practice of medicine;
•Assisting in the implementation of the PMP Impaired Physicians Program, which monitors the compliance of physicians and physician assistants with actions taken by the Board for Professional Medical Conduct and opines on requests for restoration of revoked or surrendered licenses, and makes recommendations to the Director of OPMC on all matters, as appropriate;
•Coordinating the implementation of the Physician Retraining Program, in which licensees with clinical skills or knowledge deficiencies undergo a period of evaluation, retraining and practice monitoring, maintains a resource library of continuing medical education programs, and evaluates said programs for efficacy and appropriateness pursuant to the specific concerns outlined in a Board action;
•Participating in the professional misconduct process, including conducting medical record reviews and interviews, reviewing reports submitted to an Investigation Committee (IC) of the Board, and participating in IC meetings; as part of;
•Assisting with the clinical orientation and Quality Assurance evaluations of OPMC Medical Coordinators;
•Participating in the evaluation of the information submitted by physicians appealing the posting of malpractice settlements to their New York State Physician Profiles;
•Representing the Department of Health and OPMC in meetings with the medical community, health care providers, and others as necessary; and
•Performing other tasks as requested by the Director of OPMC.
