Preferred qualifications include: excellent writing, data management and presentation skills; familiarity with relevant laws and regulations regarding endangered and threatened species and migratory birds; project review experience; project/contract management experience; supervisory experience; and be familiar with the biology of bird and mammal species native to NYS.
Duties Description This position serves as the Bird and Mammal Diversity Unit Leader and oversees and coordinates the management and monitoring of over 240 species of non-game breeding and migratory birds and at-risk mammal species that reside in NYS at various times of the year and are threatened due to disease, habitat loss and climate change. NYS is beginning the process of revising the list of endangered and threatened species, and a large number of development projects, including large-scale wind and solar proposals, may have significant impacts on rare bird and bat species. Duties of this position include the development of grant-funded projects to track the status of NY breeding bird species and rare mammals; coordination of the implementation of conservation projects across the State that result in habitat improvement and protection for declining bird and mammal species; development of standards for the review of projects impacting bird and mammal species and their habitats; coordination of annual reporting on grants that fund program activities; and serving as the liaison for the coordination of migratory bird programs with USFWS and adjacent states through participation in the Non-Game Technical Committee of the Atlantic Coast Joint Venture. This position will provide technical guidance to the agency's counterparts at ORES for renewable energy development that has the potential to impact birds and at-risk mammals and will supervise program Biologists involved with technical review of renewable energy development projects in cooperation with ORES. This work will also include drafting and management of contracts for work that cannot be implemented by agency staff. This position will also assist in outreach opportunities related to non-game birds and mammals, including the preparation of press releases and social media posts and annual coordination with external bird organizations. Incumbent will participate on Bureau of Wildlife teams, requiring overnight travel at least twice per year. As part of the Wildlife Diversity Section, incumbent may also be required to assist other staff involved in the implementation of other Wildlife Diversity programs.
