Minimum Qualifications Minimum Qualifications for Provisional Appointment:
Must be a qualified employee of New York State and have had one year of permanent competitive or 55 b/55-c service as a Senior Natural Resources Planner or Environmental Program Specialist 1 (Natural Resources).
OR
Seven years of experience in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
OR
Bachelor's degree or higher in coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental studies, environmental toxicology, forest science, forestry, natural resources management, natural resources planning, or urban forestry AND three years of experience in experience in local and/or regional planning involving natural resource analysis; developing and implementing natural resource program policies; writing technical or programmatic reports relating to natural resource program areas; and/or developing, implementing, and evaluating natural resource programs.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 21 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Specialist 2 (Natural Resources) or Costal Resources Specialist 2.
If no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualifications for non-competitive promotion are: Must be a qualified employee of the New York State Department of Environmental Conservation and have had at least one year of permanent competitive or 55-b/55-c service as a Senior Natural Resources Planner or Environmental Program Specialist 1 (Natural Resources).
Duties Description Reporting to the Section Chief of Forest Preserve Policy and Planning, the Environmental Program Specialist 2 (Natural Resources) will serve as the planning coordinator for the Forest Preserve Management program.
Duties & responsibilities include but are not limited to:
• Authoring, reviewing and coordinating adoption of Forest Preserve Unit Management Plans (UMPs)
• Leading, coordinating, and advising Department staff on larger inter-agency and multi-organizational planning initiatives
• Ensuring plans and planning process adhere to Article XIV of the NYS Constitution, the Adirondack and Catskill Park State Land Master Plans, State Environmental Quality Review Act (SEQR), State Historic Preservation Act (SHPA) and all other applicable laws, regulations, policies, and guidance
• Overseeing GIS administration for Forest Preserve Management program, including maintenance of field data collection hardware and software, and coordination with other DEC GIS program leads
• Supervising other planning and GIS staff and overseeing implementation of planning and GIS priorities
• Providing technical planning assistance to regional staff
• Serving as a liaison to Adirondack Park Agency staff on UMP development and review.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to work in remote areas. Travel may be required. Overtime may be required. Telecommuting my be available, will be discussed at interview.
