Minimum Qualifications: You must take and pass a Civil Service examination in order to be considered for this position.
To take this examination, you must be a qualified employee of New York State. At the time of filing your application for the exam, you must have had twelve months of permanent competitive or 55-b/55-c service as EITHER:
A. Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1;
Or B. Administrative Specialist 1, or Head Clerk (Personnel).
As of February 26, 2022 all OPWDD employees assigned to this location must be fully vaccinated against COVID-19. There is no testing option for employees assigned to this location in lieu of vaccination.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and responsibilities include, but are not limited to the following:
? Under the direction of the Associate Director of Human Resources the Human Resources Specialist 2 will function as the department head and supervise the Human Resources Specialist 1 and numerous clerical staff.
? The HR Specialist 2 will perform and supervise the performance of various Human Resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety.
? HR Specialist 2 serves as consultant/liaison to manager and employees, as well as the Unions.
? Supervise and serve as the expert for assigned Human Resources function, which may include time and attendance and leaves.
? HR Specialist 2 will perform Labor Relations duties, including contract interpretation, routine labor relations issues, grievances and disciplinary process and interrogations.
? Review formal counseling memos and reassignment forms written by supervisors to ensure they are accurate and complete.
? HR Specialist 2 will sit on various committees.
