Minimum Qualifications Current NYS employees with one year of permanent service in a G-27/M2 title or higher eligible for transfer under Section 52.6 of the Civil Service Law, or reachable on the Project Manager 4 eligible list.

Duties Description Under the general direction of the Director of Project, Program, and Change Management, a Project Manager 5, in the Department of Motor Vehicles (DMV) will oversee and manage large projects and programs within the Project Management Office. Responsibilities include but are not limited to the below activities.

Candidate will:
Manage the DMV’s Project Management Office and provide oversight and guidance to the Project Managers reporting to the PMO.

Provide oversight to all projects in the DMV Portfolio which include projects ranging in size from medium to extra-large scope and include multiyear projects or programs with complex deliverables

Establish Portfolio/Program Management processes and works to ensure DMV goals are achieved.

Implement and utilize quality improvement tools and techniques, such as checkpoints and checklists.

Manage PMO procedures and ensure project repository related activities by the team are completed accurately and the PMO is audit ready.

Ensure the implementation of continuous improvement activities to enhance PMO Operations.

Oversee the development and delivery of project management training and mentoring of project managers.

Provide guidance and input on active projects to help resolve issues/problems to ensure successful outcomes are achieved.

Perform management, mitigation, and escalation of risks and issues to ensure successful outcomes

Mentor Project Managers in the PMO. Ensure PM’s management of cost, scope, schedule, and quality, along with risks, issues, communication, and resource management is compliant to PMO standards.

Delegate to your staff as appropriate.

Conduct interviews, hire candidates, complete performance evaluations, provide training/ performance plans and mentoring.

Address insufficient employee performance through counseling and seek disciplinary actions where appropriate while maintaining adherence to DMV HR policies and procedures

Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.

Communicate regularly with DMV Transformation Team management, leadership, and other impacted stakeholders.

Develop working relationships and represent PMO and DMV Executive Team positively in a variety of venues and champion effective communication and collaboration to continually advance the project portfolio.

Communicate directly with ITS and vendors to ensure project objectives are met.

Provide constructive, tactful, and objective feedback on issues, tasks, and observations and offer potential solutions to problems and issues

Additional Comments Preferred Knowledge, Skills and Abilities:

Experience managing projects in NYS government

Demonstrates excellent Project Management Skills and experience with Portfolio Management and Reporting

Demonstrates excellent communication, conflict management, and decision-making skills

Demonstrates competence in executing presentations and/or proposals to high-level management for their review and consideration, including formulating recommendations on key programmatic decisions

Demonstrates flexibility, adaptability, and high emotional intelligence to respond to changing demands and constraints

Demonstrates leadership skills and positivity during times of change and uncertainty, leading and motivating the team and others by example

A Bachelor’s degree is preferred

Ability to utilize Microsoft Word, Excel, PowerPoint, Visio, and Project effectively and efficiently
