Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

Eligible for transfer under Section 70.1: Environmental Program Specialist 2 (Natural Resources)
Open competitive minimum qualifications (provided for 70.4 transfer eligibles):
A bachelor's or higher-level degree in forestry or forest resource management* AND three years of professional-level forestry experience.**
*Degrees in other fields will NOT be substituted in lieu of the specific specialized degrees listed above.
**Experience obtained during an internship or as a student assistant or graduate assistant is NOT considered professional experience.
Duties Description The incumbent will be responsible for the administration and success of the Division of Lands & Forests programs throughout the 6 county Cortland District. The Forester 2 will provide direct supervision to Lands and Forests field staff in the Cortland and Altmar offices and is responsible for the achievement of the goals of the State Forest, Private Lands, and Urban Forestry programs. The State Forest program includes the development of unit management plans, annual timber harvesting and forest inventory acre targets, land acquisition, and management of volunteer stewardship agreements, temporary revocable permits, and recreation facilities. The Private Lands program offers management advice and forest stewardship plans to private landowners and administers the Real Property Forest Tax Law program as well as federal cost share programs and Regenerate-NY. The Urban Forestry program provides advice to communities on urban and street tree management and includes participation in Arbor Day events and supervision of grant funding. The Forester 2 must be able to maintain productive relationships with many other DEC programs. The incumbent will work with the Bureau of Real Property to identify and prioritize land acquisition, coordinate maintenance and construction projects with the Division of Operations, address user impacts and illegal activity with the Division of Forest Protection, request advice and direction from Legal Affairs, and work with the DEC Communications Team to distribute information about these programs to the public via social media and press releases. The Forester 2 must maintain quality public relations with all of the Lands and Forests program’s stakeholder groups, local communities and municipalities, State representatives, contractors, and other interested constituents. May be required to carry equipment over rough terrain while preforming fieldwork.

Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Weekends and holidays may be required. Must be able to lift and move objects up to 40 pounds. Telecommuting may be available, will be discussed at interview.
