Minimum Qualifications Reachable for appointment on current Civil Service eligible list used for filling this title; one year of permanent, competitive class service as a Business Systems Analyst 1; or, one year of permanent, competitive class service in a title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Business Systems Analyst 1 (SG-18): Examples of eligible titles include, but are not limited to: Senior Budgeting Analyst, Senior Administrative Analyst, or Contract Management Specialist 1. Please note, applicants may be required to meet additional special requirements for appointment.
Business Systems Analyst Trainee 1 (SG-13): Examples of eligible titles include, but are not limited to: Administrative Analyst Trainee 1, Budget Examiner Trainee 1, Program Aide.

Duties Description The New York State Insurance Fund (NYSIF) sends Worker’s Compensation (WC) reporting data to NYS’ WC statistical agent the New York Compensation Insurance Rating Board (NYCIRB). The Experience Rating Board Unit (ERBU) in the Actuarial Department provides some of that data to NYCIRB. To assist with the expanding nature of Experience Rating Board Unit's duties, the candidate would work in the unit performing various NYCIRB-related reporting functions:
1) Assist with the preparation, checking and submission of Financial Data Calls (FDC) to NYCIRB.
2) Provide reporting assistance for Unit Statistical Reporting (USR) operations that other staff perform in the unit and convey to the supervisors on a regular cycle.
3) Conduct the necessary research to assist with determining the extent of discrepancies that exist between USR and FDC reporting.
4) Assist supervisors with developing and maintaining documentation for various reporting functions.
5) Assist with special research tasks as needed.
6) Perform other duties as needed.
Minimum Qualifications:
• Candidate should have bachelor's degree, possess strong MS Office skills, and be comfortable extracting raw data or running reports and manipulating them within Excel spreadsheets and other applications.
Preferred Qualifications:
• Demonstrate excellent communication skills to convey the "story" behind the data.
• Must be able to work well under pressure and adjust to changing deadlines / priorities and handle multiple tasks assigned.
• Proficient with (or comfortable learning) SQL, VBA in Excel, Access, has background using other programming languages.
