Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 2 eligible list or a current NYS employee eligible for transfer under Sections 52.6, or 70.1 of the Civil Service Law.
70.1 Transfer: Candidates must have one year of permanent, competitive service in a 70.1 qualifying title allocated to salary grade 21 or higher.

Duties Description Provide support for existing business processes and systems in all functional areas of the Retirement System:
• Supervise and coach a team of BSA 1 staff who:
o Work with stakeholders to support existing business processes and system components
o Develop and Document standards and procedures to ensure that the Systems Development Lifecycle meets NYSLRS needs and is in alignment with OSC’s quality and security standards and internal control practices.
o Work directly with operational bureau managers and staff to design and implement timely and effective solutions required to maintain and enhance existing functionality
o Work directly with POST Team Managers to ensure the effective coordination of all POST activities.

Supervise business process analysis activities:
• Supervise and coach a team of BSA 1 staff who:
o Work with stakeholders to analyze potential or actual changes to their business processes and systems.
o Facilitate the elicitation, documentation, and tracking of new business requirements.
o Work with stakeholders to conduct the analysis necessary to determine the capability fits and gaps of existing or proposed system components.
o Facilitate the development of new business process designs.
o Assist with cost / benefit analysis activities.
o Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Analysis Phase of the System Development Life Cycle.

Supervise business process design activities:
• Supervise and coach a team of BSA1 staff who:
o Work with stakeholders to create functional and configuration design specifications, including collaboration with Business Process Area Support staff.
o Ensure that design specifications provide the clarity required to allow operational bureau managers and staff to knowledgably perform their roles as approvers of all new business processes.
o Ensure that design specifications provide the clarity required to allow technical managers and staff to knowledgably perform their roles as developers of the system related components for new business processes.
o Ensure that solutions are consistent enterprise-wide whenever it is appropriate.
o Work with business and technical staff to analyze any problems identified during the deployment process and develop solutions that effectively address those problems.
o Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Deployment Phase of the System Development Life Cycle.
o Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Design Phase of the System Development Life Cycle.

Supervise and coach team of BSA1s responsible for the following activities as part of the Business Process Areas Support, Analyze and & Design teams:
• Work collaboratively with operational bureau managers and business process owners to create new, and/or to enhance, and/or to remediate existing functionality within NYSLRS’ Retirement Benefit Administration Information System (i.e. Portal/Retirement Online) by performing the following major System Development Life Cycle activities in coordination with other POST Teams and CIO Application Development and Technical staff.
• Lead or participate in Operational Work Planning (OWP) sessions to understand bureau challenges and/or pain points.
• Conduct business process analysis for the purpose of soliciting, collecting, confirming and documenting business requirements in support of NYSLRS operational/legislative needs.
• Perform business process design of solutions for NYSLRS business needs.
• Document solutions in Functional and/or Configuration Designs.
• Support Application Development Technical Design, Build and Unit Test staff by answering questions and providing details to support a sound solution.
• Collaborate with and support Business Process Area Test staff by answering questions and providing details to support successful Testing (e.g. System/Integration Testing, User Acceptance Testing, Performance/Penetration Testing, Automation Testing).
• Coordinate the completion of Enhancement and New Development activities across all SDLC streams ensuring successful migrations and releases, including all aspects such as Release Planning, Training, Change Impact collection, Change action planning, , Security Role Mapping, Procedure development, etc, as needed.

Staff supervision:
• Directly supervise the activities of two Business Systems Analyst 1s.
o Enforce proper adherence to time and attendance rules.
o Communicate and enforce standards of professional conduct.
o Administer probationary processes (as necessary).
o Communicate performance expectations and evaluate staff performance.
o Manage training plans to ensure staff is trained as necessary to fully perform their duties at the highest level of competence.

Supervise North American Payroll activities:
• Supervise and coach team of BSAs responsible for:
o Ensure that NYSLRS payroll schedules are executed accurately, completely and timely (i.e. Monthly Pension, Adhoc Payments, Loans).
o Provide oversight of payroll payment accuracy with the required level of quality and controls.
o Collaborate with NYSLRS business units to align data quality and timeline.
o Partner with business line leaders to address and service current payroll needs, as well as plan and prepare for future capabilities.
o Supervise a team and promote collaboration across the function to enhance upstream and downstream impacts.
o Oversee the processing of changes to payroll(s) to meet NYSLRS business needs.
o Monitor collaboration with NYSLRS business unit staff to ensure that payroll errors are addressed quickly and accurately
