Duties Description The incumbent of this position will serve as the Administrative Services Director in Region 5 and report to the Director of Human Resources. Duties include but are not limited to:
• Oversight and supervision of the Regional Administration Group activities, including: Personnel, Employee Relations, Employee Benefits, Training, Purchasing, and Facilities Management.
• Perform Regional Labor Relations activities as assigned, ensuring all procedures are followed and that local agreements and settlements are effective and achieved in accordance with agency policy and/or contractual agreements.
• Oversee and administer Regional disciplinary grievances for programs, providing regional supervisors and program managers assistance and direction in dealing with performance issues, counseling memos, and resolving disputes. Conduct hearings and investigations into alleged inappropriate behavior/misconduct and handle interrogations in accordance with procedures.
• Provide appropriate final decisions of disciplinary grievances for review by Main Office Employee Relations Bureau (ERB), referencing Bulletins, MAP procedures and Department Policies, as well as other sources as needed.
• Build positive working relationships with the respective Union Representatives, program managers, supervisors, and employees, making every effort to achieve fair and meaningful outcomes. Coordinate and or co-
chair Regional Labor Management meetings and ensure all Labor-Management Committee meeting items are thoroughly researched, discussed, and addressed.
• Confer with program managers to resolve questions relating to appointments, including transfer or reinstatement of employees. Maintain accurate and organized files, including hiring packages and other relevant information in accordance with DOT policies and procedures. Final review and approval of personnel transactions, ensuring they are made in accordance with Civil Service Law, State Finance Law and applicable rules, regulations, and directives.
• Accurately advise program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination, or salary of employees.
• Review status of available eligible lists and current examination schedules. Confer with supervisors and agency program managers on possible actions resolving critical needs for recruitment and examinations.
• Ensure that work completed by subordinates is timely, complete, and accurate, and in accordance with priorities and applicable requirements of law, rule, and policy.
• Serves as a resource to regional managers in time and attendance and all other administrative functions.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
