Minimum Qualifications Provisional Qualifications: A bachelor's degree, and three years of experience in the preparation and distribution of health education or health promotion materials in both print media (e.g., brochures, posters, ads, newsletters) and electronic media (e.g., radio and TV public service announcements, videos, interactive computer programs). Thirty college credit hours in educational communications, communications, mass media, journalism, creative or technical writing, radio/television production or news writing, public health education, marketing or advertising, can be substituted for up to one year of the required experience.


Preferred qualifications:
The Preferred candidate will need to demonstrate proficiency in speaking, writing, and reading the Spanish language at a level that will ensure their ability to perform the duties of the position by successfully passing a Civil Service language proficiency examination. In addition, they will be highly organized, detail oriented, possess strong interpersonal skills for working in a cross-functional team environment and have effective time management skills to maintain multiple projects with complex details and timelines. Ability to present to various audience types (professional and consumer) and in various settings (conferences, meetings, community events and online forums), have excellent writing and editing skills and familiarity of public health insurance programs, and experience using Word, Outlook, Excel, PowerPoint, Adobe in-Design, Publisher, WebEx.

Duties Description Direct and coordinate outreach campaigns and partnerships for the purpose of promoting the NY State of Health Marketplace to the public, partners and stakeholders in the NYC/Metro NY Region. Assist in facilitating NY State of Health's presence at various events (professional conferences, community/cultural events, job fairs, events hosted by legislators, etc.) with an informational booth and/or other sponsorship opportunities. Serve as liaison for NY State of Health with state agencies and other public and private organizations. Assist in writing press releases for the purpose of gaining earned media in relation to NY State of Health and its programs. Assist in development and drafting of annual downstate Outreach/Marketing plan, advise department staff and local health officials on the application of mass media and community outreach approaches to public health issues, problems and/or needs, and serve as liaison with other state agencies, and public and private groups involved in health education and promotion.

Additional Comments Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
