Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Experience supervising multiple staff and grade levels, and the ability to interact appropriately with various and sometimes competing/conflicting internal and external stakeholders. Extraordinary problem solving and attention to detail, and the ability to synthesize information from a variety of sources. The ability to understand and communicate statutory and regulatory requirements. Works well within a team, including assisting others or coordinating with others as necessary. Excellent professional writing skills, experience in working with computer programmers to design and test application systems. Expertise in Microsoft projects: Access, specifically crosstab queries and complex reports with sub-reports, Word including mail merges linked to Access databases, Lists, including automation.
Duties Description "The incumbent will supervise a team of professional and support staff. Provide expert knowledge of CON statute, regulation and policy to internal and external stakeholders, work with the Bureau Director to prepare, manage, and monitor Internal Controls.
Perform and/or oversee all aspects of the project management of the Certificate of Need program, from the intake of applications through the completion or withdrawal of the projects including,
Initial Reviews, Approval Letters, Satisfaction of Contingencies, Modifications, Potential and Final Abandonment Letters, Operating Certificate creation and/or changes. The incumbent will manage staff and assist in handling phone calls and bureau mailboxes for:
pre-application questions, general CON questions, project status inquiries. Oversee the production of monthly, quarterly and annual reports for various reporting requirements, including the, PHHPC Annual Report – due to Division Director week before Mailing for February, fee collections for NYS Division of Budget, Primary Staff to manage the bureau ACCESS Database, Design queries as requested by: Creating and understanding relationships between tables and use of primary key, utilizing operators, expressions, calculations, functions and switches, maintaining referential integrity, utilizing data validation methods to ensure correct and consistent results, utilizing hardcopy reference guide and on-line help to manipulate data as needed, create and produce both ad hoc and recurring reports for use by the bureau, the division, and executive staff.Reconcile the bureau Access database with the electronic CON system (NYSECON), as needed as well as perform as the Help Desk and/or Technical Liaison for applicants experiencing NYSECON, NY.gov, and HCS technical issues.
Work with ITS teams for the ongoing development and defect correction of the NYSE-CON and HFIS (operating certificate) systems, including: reviewing and approving design and functionality plans, testing newly programmed and/or redesigned aspects of the systemm writing how-to manuals for both internal and external users. Serve as the Project Manager for all Full Review CONs: Lead team of reviewers from disparate units to ensure timely reviews for presentation to PHHPC, track issues and help craft solutions, provide updates, guidance, and recommendations to Center leadership.
