Minimum Qualifications Candidates must be reachable on the existing eligible list or eligible for transfer via Section 52.6 of the Civil Service Law. In order to be eligible for transfer, candidates must have one year of permanent competitive service in a 52.6 eligible title at the Grade 29 or M-3 level.
Duties Description The Contract Management Specialist 4 will report to the Director of Financial Administration. The Contract Management Specialist 4 will manage and oversee activities and staff related to the processing of various types of procurements, including but not limited to complex purchases, commodity purchases and service contracts.
• Direct staff and develop, review and negotiate complicated contracts and purchases, Requests for Proposals, Invitation for Bids, Sole/Single Source Procurements and other related financial documents.
• Oversee the development, bidding and submission of procurement documents to the State’s control agencies for final review and approval;
• Oversee compliance with contract terms and conditions, federal and state laws, rules, regulations, and payment criteria;
• Resolve the more complex and difficult complaints and conflicts regarding contract execution, development and amendments.
• Develop and implement training programs on procurement procedures and guidelines;
• Develop long-range procurement goals and work plans for the agency;
• Maintain strong working relationships within the Unit/Bureau and with other agency staff;
• Act as a liaison between contract users, vendors and control agencies;
• Ensuring the continuing development and implementation of modern procurement methods and documents.
• Train and supervise staff as necessary in the planning and development of procurement methods and documents.
