Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. To qualify for transfer under Section 70.4 of Civil Service Law, candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in Correctional Studies, Criminal Justice, Criminal Science, Criminology, Forensics, Justice Studies, Law Enforcement, Public Justice, Sociology, or a related field AND a passing score on a current or previous PCO or PATT exam. Candidates eligible for 55b/c appointment with a bachelor’s degree or higher in one of the fields listed above are encouraged to apply.
Duties Description Reporting directly to an Associate Training Technician (Police), SG-23, the Criminal Justice Program Specialist 1/Trainee (CJPS1) will perform a full range of activities associated with the Federal Excess Property Program (1033 Program) within the Office of Public Safety. The Federal Excess Property Program facilitates the transfer of all types of excess U.S. Department of Defense property and equipment to participating state and local law enforcement agencies whose primary function is the enforcement of applicable federal, state, and local laws, and whose compensated law enforcement officers have the powers of arrest and apprehension.
The CJPS1 will act as liaison with counterparts at the U.S. Department of Defense and will assist in the continuing development and implementation of the program plan of operation and program reference guides; analyzing, evaluating, and developing program procedures; preparing letters and correspondence to involved programs, law enforcement staff and other state agency staff; and reviewing and approving applications for participation. The incumbent will also have responsibility for maintaining a database for tracking equipment; performing site visits at participating agencies to monitor activities and ensure statewide accountability and compliance with program requirements, providing technical assistance to the agencies as needed. The CJPS1 will also conduct research and propose necessary action to improve program efficiency. Approximately 10% travel will be required.
Additional Comments This position may be filled as two-year traineeship leading to Criminal Justice Program Specialist 1, SG-18.
