Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotional examination are:

One year of permanent competitive or 55-b/55-c service as an:
Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).

Only the title or titles listed are qualifying. The minimum requirements for taking the Open Competitive examination are:

Either 1. FOUR years of experience assisting in engineering or engineering technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, AND graduation from high school or possession of a diploma issued by a recognized educational authority.

Or 2. An Associate degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology AND TWO years of experience listed above in number 1;

Or 3. A Bachelor's degree in mathematics, physical science, geology, engineering or engineering technology, architecture or architectural technology, construction technology, landscape architecture/design, environmental technology, drafting, forestry, surveying, aeronautics, electronics, or electronics technology.

Your degree or college credit, high school diploma or equivalency diploma must have been awarded by a regionally accredited college or university, high school or educational institution or one recognized by the NYS Education Department as following acceptable educational practices. If your degree, college credit, or high school diploma was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee. At the interview, you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Some assignments may include nights and weekends with travel and overnight. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.

Duties Description The Regional Design group is responsible for a wide variety of functions. Depending on the Design group where the Principal Engineering Technician (PET) is assigned to, the duties may include, but are not limited to the following:

• The PET assigned to a highway design team will work under the supervision of an Assistant Engineer or a Professional Engineer 1, and be responsible for: Performing engineering work of moderate difficulty related to the design of highway projects, which includes preparation of contract plans, specifications and estimates; Performing field inspections/investigations and preparing documentation on findings; Reviewing for accuracy contract plans and estimates prepared by others.

• The PET assigned to the Utilities section of the Design Services group will work under the supervision of the Regional Utility Engineer (RUE) and assist in the following duties: Searching and reviewing record plans, contacting other agencies, and making field visits to identify all utility companies involved within project limits; Initiating correspondence between the Department and public and private utility companies/owners, as well as coordinating with Main Office on behalf of the region; Reviewing plan set submissions to ensure existing utilities are shown on the project plans; Assisting in negotiating the utility relocation costs and schedules; ensuring all utility resolutions are completed prior to PS&E.

• The PET assigned to the Survey and Mapping section of the Design Services group will work under the supervision of a Senior Land Surveyor and be responsible for: Managing survey consultants, including submitting request for consulting services, reviewing consultant scope of work and proposals, checking invoices and authorizing payments and preparing consultant performance evaluations; Reviewing survey submissions for
compliance with standards and requirements; Reviewing design reports and contract plans for compliance with survey and mapping requirements; Coordinating GIS and CADD issues, and organizing and filing correspondence and deliverables pertaining to surveying.

PETs are expected to use various computer applications in the performance of their duties, such as MicroStation, MS Word, MS Excel, MS PowerPoint, among others.

Responsibilities may include serving a role within the Incident Command System to support the department’s
response to regional and statewide emergency situations.

Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
