Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Payroll Examiner 2, Grade 15, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law.
All OMH Central Office employees who are vaccinated for COVID-19 must show proof of vaccination. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen). Those not vaccinated must indicate this. Vaccination is required for many OMH positions but not all. Those not vaccinated for COVID-19 are ineligible for appointment to positions that require vaccination
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Examiner 2, Grade 15, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office, Consolidated Payroll Service Unit (CPSU) is responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities and OMH Central Office staff. The incumbent will function as a technical specialist in maintaining the distribution of facility payrolls assigned to incumbent, supervision and training of clerical staff and monitoring and recovery of overpayments. Specific duties may include, but are not limited to, the following:
This incumbent will be responsible for all salary based payroll transactions for 5 facilities by applying their salary expertise, all complex salary calculations, applying appropriate salary rules, working with the OSC Salary Determination Unit, serving as liaison to assigned facilities to ensure compliance with established procedures/deadlines, resolving payroll issues requiring coordination between the OSC, Treasury, and facility personnel and enhance auditing prior to submitting transactions to OSC.
Auditing and recovery of overpayments through check exchange (AC230s) or through Payserv for their Team ensuring every effort is made to recover any outstanding overpayment.
Reviewing Grievances and Notice of Discipline Fines and processes any Back Salary Awards.
Conducting meetings to provide the Payroll Assistants with information pertitent to completion of their duties.
Ensure staff accurately process/audit payrolls, implement contract initiatives and reporting requirements in accordance with OSC Payroll Bulletins, GOER directives, and Civil Service memorandums.
Monitor the recovery of overpayments, and utilizes data from OSC query reports in order to maintain internal controls.
Provide support in maintaining accuracy, meeting established OSC deadlines and providing facility support on compliance issues, all in keeping with the Core Mission of the Agency.
