Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Engineer 2 Civil, Senior Sanitary Engineer. Additional qualifications may be required.

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4 transfer eligibles): a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering.

If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.

A New York State Professional Engineer’s license and current registration AND a qualifying bachelor’s degree or higher as listed below:
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
A New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below:
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.

A New York State Professional Engineer’s license and current registration AND one year of permanent competitive or 55-b/55-c service as an Assistant Engineer (Environmental) at the Department of Environmental Conservation.

Duties Description The Professional Engineer 1 (Environmental) will oversee various solid waste program areas and serve as project manager for complex permit and remediation projects. Specific duties will include: supervising engineering technicians, environmental specialists, and student interns; drafting the annual work plan for an on-site environmental monitoring program; representing the department at public meetings and technical meetings; conducting technical reviews of permit applications, remediation projects, sampling and investigation plans; developing scope of work for environmental investigations and sampling events; writing technical reports, interpreting data, conducting statistical analysis and applying established field protocols; inspecting for compliance with Part 360 regulations and overseeing construction/remediation activities at solid waste management facilities; making recommendations to management for sites requiring enforcement and develop referral package; testifying in criminal and administrative proceedings; participating and presenting in public outreach and training events; may be required to act on behalf of the regional materials management engineer in their absence, lab and sample coordinator; emerging contaminate coordinator, and acting as lead for emerging technology in the management of solid waste.

Essential Functions:
The incumbent must be able to work and communicate with other staff and the public; defend technical positions; and have a working knowledge of New York State Part 360 Solid waste management regulations, principles in engineering and hydrology, and the State's Solid Waste Management Plan.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds.
