Minimum Qualifications Please Note: You must be currently employed by New York State to be eligible for appointment to this position.

Individuals who have one year of permanent service as an Information Technology Specialist 3 or who are eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level are eligible to apply.

Duties Description The Office of Mental Health (OMH) New York State Psychiatric Institute (NYSPI) seekis an Information Technology Specialist 3 to work within our psyIT IT support unit. The incumbent will be responsible for requirement gathering, configuration/development, testing, migration, and postproduction support of technology solutions utilized by NYSPI operational and research teams. The position will be part of OMH/NYSPI due to specific duties and legal compliance requirements.
Information Technology Specialist 3
• Liaison between stakeholders to elicit, analyze, verify, and validate requirements for changes to data collection and management solutions.
• Develop and support automation of data processing or functions
• Researching and documenting the current or “as-is” state of the data management solutions, processes or function
• Develop data collection solutions using low-code/no-code platforms including the NYSPI Research Electronic Data Capture (REDCap) platform
• Participating in the implementation of system changes and enhancements
• Conducting system tests using test scenarios and documenting results
• Training on new procedures and creating procedure manuals
• Conducting Gap analysis to compare the “as-is” and “to-be” states to identify differences which need to be addressed prior to implementation
• Identifying, analyzing, and resolving issues for existing systems
• Act as a liaison and interpreter between program leadership and IT operational staff
• Maintain business rules and process documentation
• Technical and agency program support

Additional Comments Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

OMH hospital employees must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their first dose of a COVID-19 vaccine.
