Minimum Qualifications Current New York State employees, with one year of permanent service:
1. in a G-18 title eligible for transfer under Section 52.6 of the Civil Service Law, or
2. with one year of permanent service in a G-11 or higher title eligible for transfer under Section 70.1 of the Civil Service Law,
3. or reachable on the Statewide Professional Career Opportunities (PCO) eligible lists.
Duties Description Under the direction of the Facilities-Leasing Manager, the primary duties include:
• Develop and prepare Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), Sole/Single Source Procurements and other related financial documents
• Procure the purchase of and contract for facilities services such as janitorial, security guards, leases, closed circuit TVs, and others as assigned
• Negotiate, review, implement, and process purchases and contracts
• Track and provide fiscal oversight of purchases and contracts.
• Submit, audit and process contract claims and vouchers and approve and review contract payments using internal databases such as the Statewide Financial System (SFS) and Filenet to ensure payments are in accordance with terms.
• Monitor vendor compliance with applicable purchase and contract provisions and resolve issues
• Provide guidance and technical assistance related to New York State’s procurement laws, rules, regulations and policies to State agency staff, individuals, or organizations.
• Prepare bid evaluation plans and conduct the evaluations in accordance with NYS Law, rules, and regulations
• Document procurement records to ensure correctness and adherence to State policy
• Draft written responses to interested parties for contract awards contract status, and bidder debriefings
• Assist with office relocations and renovations throughout the State
• Occasional mandatory overtime and travel, including weekends and evenings
Special projects as assigned to DMV leasing unit
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding possibility of Flextime, Compressed work week and Telecommuting.
