Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in the title of Archives Conservation Specialist 3.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent service or 55b/c service as an Archives and Records Management Specialist 2. Provisional candidates must take the examination for Archives and Records Management Specialist 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for an Archives and Records Management Specialist 3 position in the NYS Archives. Under the direction of an Archives and Records Management Specialist 4, the Archives and Records Management Specialist 3 will actively be involved in the acquisition and preservation of, and provision of public access to, archival records within the New York State Archives. Duties of this position include, but are not limited to, the following:

• Develop tools to facilitate and support researchers’ use of State Archives records including the provision of remote access to materials via online services;
• Review and prepare responses to requests for access to records restricted by statute or regulation including those restricted by the Personal Privacy Protection Law, Freedom of Information Law (FOIL) and the Mental Hygiene Law;
• Supervise digitization of archival records to improve access to them and respond to researcher requests;
• Supervise processing of accessioned records and preparation of finding aids within Researcher Services;
• Deliver training to staff and researchers on holdings and access to them;
• Manage the coordination of reference activities with the New York State Library Manuscripts and Special Collections;
• Supervise Archives and Records Management Specialist 2s and clerical staff; and
• Supervise and coordinate the provision of reference services to onsite and remote researchers.



Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Archives and Records Management Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

* Leads to a maximum salary of $100,342 based on annual performance advances.
