Minimum Qualifications Permanent Transfer: Current New York State Department of Permanent Transfer: Health employee with permanent or contingent-permanent status as a Medicaid Eligibility Examiner 3, Grade 17, or a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 15 and eligible for transfer under Section 52.6 of the Civil Service Law.

Promotional Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive status as a Medicaid Eligibility Examiner 2, G-14, Medicaid Eligibility Examiner 2 (Spanish Language), G-14 or Medicaid Claims Examiner 2, G-14.

Preferred Qualifications

Preferred candidates will have experience in public health insurance programs, including New York’s Medicaid and/or Medicare. Preferred candidates will also have supervisory experience; excellent oral and written communication skills; strong analytical skills and attention to detail; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus.

Duties Description The Division of Eligibility and Marketplace Integration (DEMI) is recruiting to fill multiple Medicaid Eligibility Examiner 3 (MEE 3) positions in several of its bureaus. Duties may include, but are not limited to:

• Provide policy and operational support for the Bureau's areas of responsibility.
• Take appropriate actions regarding Medicaid eligibility, enrollment, and premium reimbursement.
• Complete timely corrections to eligibility and enrollment.
• Demonstrate tasks for new employees and review their task progress.
• Review and update records and systems based on relevant program reports.
• Resolve complex case issues.
• Track, update and create reports from department data.
• Assist in drafting and implementing policy documents such as Administrative Directives (ADMs), General Information System messages (GISs), communications to local social services districts and other agency partners, and State Plan Amendments.
• Review and analyze federal and state legislation and policy directives, ensuring Medicaid eligibility policy and guidance are consistent with requirements.
• Respond to inter- and intra-agency, organization, and consumer inquiries.
• Provide guidance to local departments of social services and internal and external stakeholders on Medicaid policy areas to ensure compliance with federal and state Medicaid requirements.
• Develop and maintain a broad understanding and competency in navigating various Medicaid program systems and subsystems, including the Welfare Management System (WMS), Client Notice System (CNS), Computer Output to Laser Disk (COLD), Imaging/Electronic Document Repository (I/EDR), New York State of Health (NYSOH) and related subsystems, and eMedNY.
• Identify, report and troubleshoot systems issues.
• Participate in special projects and Bureau initiatives.
• Supervise and train subordinate staff.

Additional Comments Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
