Bachelor's degree plus twenty years’ experience in the supervision and/or management of major public/private construction projects and ten years’ experience supervising and evaluating professional staff or any combination of twenty years’ experience as a DASNY Project Manager, Senior Project Manager, Field Representative or Senior Field Representative and eight years’ experience supervising and evaluating DASNY professional staff.

Preferred Qualifications

Bachelor's degree in Architecture, Engineering, Construction Management or related field plus twenty years’ experience in the supervision and/or management of major public/private construction projects (Master's Degree in Business Administration, Architecture, Engineering, Construction Management or related field preferred). NYS Licensed Architect or Engineer. Ten years’ experience supervising and evaluating professional staff. Program management experience for higher education or healthcare industries. Experience in financial management systems, project management systems, and scheduling applications.

Duties Description
Primary Purpose

The Project Executive is primarily responsible to provide leadership, management and coordination of one or more large, high-profile projects from inception or pre-construction through closeout or conclusion. The nature of the project will require direct reporting to the Managing Director, Construction, or the Managing Senior Director, Construction, or the Director, Construction. Such project will be technically difficult, environmentally sensitive, complex in design and/or construction, require specialized skills and may include non-traditional initiatives. The Project Executive will have significant discretion, autonomy and authority in accomplishing the goals of the project. Other responsibilities include managing client relations at executive or commissioner levels, addressing staffing and personnel issues on the project, resolving complex issues, managing relations with consultants, contractors, and other external entities and developing and implementing policies and procedures for their project.

Essential Functions

• Formulate and implement policy for construction project management and related services specific to the project.
• Plan, organize and direct the project management functions for large, highly complex, technically difficult and/or environmentally sensitive construction projects.
• Serve as primary liaison with clients, including assisting clients with all project-related decisions and overseeing the development of specific service proposals for those clients.
• Work closely with client and governmental and regulatory agencies to ensure customer satisfaction and rapid resolution of issues.
• Develop program and/or project reports for governmental and regulatory entities, and customer-specific reporting for assignment, performance measures, goals and benchmarks.
• Brief governmental and regulatory entities, customer agencies and Executive Management regularly.
• Develop and monitor project budgets, schedules and other management reports, and ensure adherence to project milestones and goals.
• Plan present and future staffing assignments consistent with project workload and establish project staffing with appropriate field staff.
• Coordinate project management functions with other DASNY units and NYS Agencies.
• Manage coordination and transition between design and construction phase staff for project assignment.
• Comply with, and ensure all subordinate staff comply with, Construction Division, DASNY and NYS policies and procedures.
• Work with Construction Division staff, the Finance Office and the Office of Counsel to monitor payments to consultants and contractors and develop efficient practices for timely payment in conformance with contractual and statutory requirements.
• Recommend technical training programs for Construction Division staff related to assignment, lessons learned, project delivery method employed and project progress.
• Work with Procurement units and Office of Counsel to resolve construction related disputes, claims and litigation.
• Assist other units within DASNY to promote conformance with Project objectives and the objectives of DASNY.

Other Duties and Responsibilities

• Participate in the marketing of services to prospective clients.
• Supervise, train and evaluate employees, as required.
• Lead groups of employees and outside entities to implement a defined goal or project.
• Ensure supervisors meet their obligations in the supervision, training and evaluation of their staff.
• Handle disciplinary matters and assist in handling grievances and disciplinary measures in accordance with applicable collective bargaining agreements, as needed.
• Participate in collective bargaining and other employee relation matters affecting the project management programs, as needed.
• Develop, document and implement policies and procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the NYS Office of Information Technology Services. (Standards can be found on the Intranet).

Supervision

Supervision of employees may be required.

Physical/Mental/Visual Demands

Frequent travel is required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires ability to see and exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and work safety hazards (chemicals, fumes, etc.). Requires complex and time-pressured decision-making. Must be available to occasionally work a modified work schedule or extended workday hours.

Work Environment

Official station is a standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, shredder, Global Positioning systems field location devices. Frequent construction site visits may be required.
