Minimum Qualifications MINIMUM QUALIFICATIONS:

Seven years of experience* in equal opportunity, diversity and inclusion, or human rights; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources or training position allocated at or above Grade 18.

*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

Preferred Qualifications:
• Experience with utilizing current best practices for both translation and interpretation services
• Knowledge of Federal and state laws and regulations related to public accommodation and equal access
• Experience with program/project management tools and recordkeeping skills
• Expertise in information systems, platforms and related technology to improve language access services to Limited English Proficiency communities
• Bilingual (both spoken and written fluency) in English and at least one of the following languages: Spanish, Russian, Vietnamese or Standard Chinese (Mandarin)
• Intermediate level computer skills in Microsoft Office Suite including Outlook, Word, and Excel
• Excellent spoken and written communication skills
• Ability to exercise independent judgement, problem-solving, and decision-making skills
• Handle multiple priorities, processes, and demands in a dynamic work environment
• Ability to work under pressure with frequent interruptions
• Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES: The Equal Opportunity Specialist 2 is responsible for overall customer access to programs and services at the New York State Department of Labor, as well as compliance with all applicable rules and regulations governing diversity and inclusion, equal opportunity, and language access. The role will lead the Program with a high level of attention to detail and a proven ability to work effectively as part of a team. The incumbent must be a resourceful problem-solver and possess strong leadership skills to provide customer centric service delivery. They must also have a strong ability to drive change while improving efficiencies and processes. The position reports to the Assistant Director of the Division of Equal Opportunity Development in the Office of Diversity, Inclusion, Compliance and Equity. The Equal Opportunity Specialist 2 duties include but are not limited to the following:

• Develop, implement, and manage services related to a strategic language access plan
• Evaluate, monitor, and react to the language access and LEP needs/services of employees and customers
• Supervise, administer, and evaluate language services contracts, training, and quality assurance
• Create and maintain training materials, job aids, and procedural documentation regarding accessing language services
• Develop policy proposals and anticipate the need for services by examining data and statistical trends
• Identify new services, technologies, and practices to incorporate into the provision of services
• Build strong relationships with vendors to ensure efficient delivery of Language Access services
• Conduct assessments of NYSDOL services and identify areas of improvements
• Provide centralized language access training to agency staff
• Manage the publication of NYSDOL’s Language Access Plan in the frequency established by the policy or legislation
• Monitor and analyze proposed legislation and policy changes impacting the provision of language access services in the state
• Liaise with localities, state, and federal counterparts to share resources and best practices
• Conduct periodic needs assessment of language service provision, including internal surveys regarding language skills among existing staff (language bank development), and population data specific to LEP communities served
• Convene the appropriate program area staff to establish and coordinate the implementation of a comprehensive plan to address language access needs of LEP communities served
• Coordinate quality control and process improvement projects for the language services program related to vendors and contractors, data collection, education, communications, public engagement, and experience
• Serve as language access consultant to executive staff, providing regular updates regarding language access services across the NYSDOL
• Maintain and enhance relationships with community partners in support of timely and effective program improvements
• Provide program reports and recommendations as requested by executive and senior leadership
• Act as a liaison and maintain communication between the Language Access Program and various service users, external clients, state agencies, the public, about the status of language access services
• Think creatively, embrace new approaches, and pioneer innovative solutions to intricate problems.
• Coordinate the implementation of diversity and inclusion, and equal opportunity initiatives.
• Articulate agency goals and objectives to agency executives; and advise agency management on diversity and inclusion, and equal opportunity matters.
• Analyze data and produces reports related to agency diversity and inclusion, and equal opportunity programs.
• Make determinations on requests from clients and employees for reasonable and religious accommodations pursuant to federal and State laws.
