Duties Description The Fiscal Planning and Management (FPM) Section, in the Division of Water’s (DOW) Bureau of Water Compliance, is an integral part of the DOW’s operational structure responsible for the direct management of contracts and procurement and liaison to DEC’s Office of Management & Budget Services (OMBS).

The Environmental Program Specialist 2 (EPS 2), in the FPM Section, is responsible for assisting in the completion of various contracts and contract related activities related to DOW’s water quality programs including:

• Processing of purchasing and invoicing
• Reviewing and processing contract claims and payments
• Development of requests for proposals in coordination with DOW technical program staff
• Development of invitation for bids in coordination with DOW technical program staff
• Development and execution of sole/single source procurements
• Coordination, development, and submission of DOW’s annual Federal grant applications
• Coordination with DEC’s OMBS
• Submission of contract/procurement documents to OMBS and the Office of State Comptroller
• Development, administration, and coordination of DOW’s annual Environmental Protection Fund (EPF) spending plan and appropriations
• Provide annual budget audits and financial reports
• Coordinate development of annual DOW consolidated Central and Regional Office workplans and manage Time & Activity/Cost Center Management (all funds)

Additionally, the EPS 2 will assist in administering routine section activities including direct supervision of a limited number of section staff, workplan and spending plan preparation and monitoring; leave requests & timecards, performance plans & evaluations; Freedom of Information Law requests (FOIL), DOW information & Commissioner Correspondence Unit (CCU) responses; budget projects and program status reports; database and file maintenance; preparation of policies/procedures/guidance; training of staff and representation of the DOW on committees/task forces.
In addition to the aforementioned essential duties, the successful candidate must also:
• Have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
• Be willing to travel to all DEC state-wide regional offices and to USEPA, FEMA and USACOE offices in New York City and Washington, D.C.
• Available to work over-time, on occasion, as needed to complete the work of the Division.

PREFERRED QUALIFICATIONS
The successful candidate should have following preferred qualifications:
• Ability to find creative solutions to difficult and complex problems within a team atmosphere.
• Experience with competitive and noncompetitive grant programs
• Strong public speaking skills and demonstrated ability to address controversial topics in a public setting
• Familiarity with Federal, State and Local Agencies and Non-Governmental organizations involved in clean water programs
• Experience working with State and Federal financial data systems
• Expertise in MS Office Suite, especially proper best practices in the use of MS Excel.
• Ability to develop automated processes in Excel or other spreadsheet software a plus.
• Use of MS Teams and Gantt charts in developing project plans and delivery of project tracking preferred
• Experience supervising other staff
