Minimum Qualifications Applicants must be reachable on the appropriate eligible list and be a qualified employee of New York State with at least 1 year in a permanent competitive position or 55-b/55-c service as follows:

Either:

A. Program Research Specialist 1 Economics Finance;

Or

B. 70.1 Transfer:

To be eligible for a 70.1 transfer, a candidate must have one year of permanent competitive service in a 70.1 qualifying title.

Duties Description The LGSA Research Unit is a tight-knit group of about 5-6 staff that work both independently and collaboratively to produce high-quality research products to help local officials and interested citizens understand fiscal issues that affect local governments. We also help keep the Comptroller and OSC executive staff up to date on these issues on a regular basis. The work is generally a good mix of fast-paced, short assignments and longer research projects that allow unit members to develop expertise in a number of topics.
The Program Research Specialist (PRS) 2 hired will have the following major activities and tasks:

Conduct Research and Data Analysis:
The PRS 2 will be responsible for conducting and supervising various research and analysis tasks, including:
• Collecting, downloading, compiling and checking data sets for research projects.
• Conducting background research on topics of interest to assess viability for further research.
• Analyzing data and creating relevant charts and tables for research products.
• Writing reports, background briefs and other documents as needed.
• Shepherding reports and other public documents through the internal approval process, including tracking project milestones.
• Ensuring that all data work is comprehensively checked for accuracy.

Provide Training to Local Officials and LGSA Staff:
Based on expertise in topics gained from research and analysis, the PRS 2 will conduct, or supervise and coach staff in the conducting of training, including:
• Developing training material on topics of expertise, either for doing the presentation or for executive staff to use.
• Shepherding training materials through necessary approval processes.
• Making presentations, both in person and online.
• Arranging logistics, as necessary, with staff in the Local Official Training or Staff Training units (such as equipment, materials, conference attendance, etc.).

Planning Future Research Topics:
• As a member of the Unit, the PRS 2 will be expected to assist with planning and developing research topics and recommendations, including proposing new topics and evaluating proposed topics.

Supervision:
The PRS 2 will oversee PRS 1 and/or paid graduate intern staff as assigned. Supervision tasks would include assigning, reviewing and improving work products; approving timesheets and leave requests; and completing performance plans and evaluations. Amount of time spent on supervision will vary depending on staffing in unit.
Additional Comments:
This position can be assigned to any Regional Office however, the Albany Office is preferred location.
