Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description This position is in the Office of Policy, Planning and Performance (OPPP), Statewide Planning Bureau (SPB). SPB provides strategic planning, policy analysis, research and data collection. SPB develops statewide transportation planning documents such as the Statewide Transportation Master Plan and supports development of the Statewide Transportation Improvement Program (STIP). SPB also coordinates local planning including support for Metropolitan Planning Organizations (MPOs) and manages the State Planning and Research (SPR) program. Roles and responsibilities of this position will include but not be limited to, the following:
• Assist in development of the Statewide Transportation Master Plan: Review federal, state & local plans, reports, and public involvement procedures;
• Investigate benefits of utilizing Information Technology (IT) systems to gather data and improve efficiency and effectiveness, specifically re: public involvement (virtual) and website design;
• Assist with consultant management activities: oversight of meetings, managing milestone schedules and review of deliverables such as technical memoranda;
• Assist in updating the Public Involvement Manual for Transportation Planning and the Procedures for Consultation with Public Officials in Rural Areas;
• Review and analyze state and federal legislation and rulemaking;
• Help maintain official orders, Manual of Administrative Procedures (MAP), and OPPP policies; and
• Assist in development of the Statewide Transportation Improvement Program (STIP) and coordinating it with other metropolitan and statewide planning efforts.
Candidate should have excellent written and verbal communication skills. Familiarity with contracts and procurement, and a working knowledge of current developments in IT as it relates to management analysis is preferred.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through December 31, 2022 and is subject to extension beyond that date.
