Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

52.6 Transfer:
For a 52.6 transfer to a Payroll Analyst 3, SG-61, you must have one year of permanent competitive service in a 52.6 title allocated to a salary grade 23 or above

Duties Description • Lead, Coordinate and Implement Multiple Project and Subject Matter Expert Activities.
o Along with the Payroll Analyst 4, lead the Deduction Section in various special projects which include participating in fit/gap sessions as a SME, coordinating testing, determining Operations business process changes, documenting, communicating and implementing changes with the Deduction and Retirement Units and project stakeholders: PayServ 9.2 Post Upgrade; Direct Deposit Banking Service Contract Change; NYSLRS Enhanced Redesign; Special Accumulator Analysis, NYSTRS Reconciliation; and other projects as they arise.
• Directly supervise three Grade 23s and train multiple work units.
o Directly supervise three Grade 23 Payroll Analyst 2s.
o Provide expert payroll and auditing direction to team supervisors re: Direct Deposit / Paycheck Stop/Reissue, Paycheck Reversals and Exchange, Garnishments, General Deductions, Vendor Reporting, Retirement / Savings Plans and Deduction Customer Service.
o Participate in the expansion of staff development programs, performance plans and performance evaluations.
o Coordinate the development of staffing plans/strategies to address payroll operational requirements, unit workloads and agency needs.
o Train multiple work units.
• Advise Deductions and Tax Administration Section staff on Direct Deposit, Paycheck Reversal, Garnishment, Retirement, 403(b) and Deferred Compensation processing, vendor reporting and Customer Service activities.
o Maintain strong working knowledge of the functionality of the State Payroll system and the seven (7) retirement plans, multiple tax deferred savings plans and Roth plans NYS employees may participate in; analyze system performance and customer service activities and identify opportunities for system enhancements and modernization to improve business processes, workflow and ensure compliance with rules, regulations and laws.
o Monitor payroll production schedules and processing deadlines; ensure adequate resource availability to meet such and that the payroll gets processed accurately and on time.
o Create, modify, and run queries in PayServ.
o As needed, independently review payroll information to determine appropriate action based on various laws, regulations, collective bargaining agreements, business rules and procedures.
• Provide executive level managerial support to the Payroll Bureau leadership.
o Provide expert technical advice and manage staff participation in the development and implementation of ongoing training plans.
o Collaborate in the analysis of collective bargaining agreements, statutes, memoranda, and other agreements for the purpose of implementing salary increases and required payroll changes.
o Attend meetings and analyze proposed contract language and other agreements; develop methods to implement in PayServ.
o Keep abreast of ever changing State and federal rules, regulations, and governing laws.
o Collaborate with Legal Counsel and draft requests for legal opinion when needed.
o Review all Payroll Bulletins as a representative for the Deductions section.
o Assign Special Accumulators to be tied to new Earns Codes.
• Participate in policy development, quality assurance and risk management activities.
o Liaison with systems development staff, control agencies, and internal and external management personnel; direct the communication of related processes and procedures.
o Draft, review, edit and finalize policy memoranda, Payroll Bulletins, ORDs, etc.
o Assess the operations of the Deductions and Tax Compliance Section and recommend modifications.
o Review internal controls and modify operations as needed.
• Provide payroll information to State agencies and vendors.
o Provide all NYS agencies and vendors with payroll information via telephone and email.
o Research and analyze historical payroll transaction records.
o Coordinate staff responses to correspondence from employees, agencies, and vendors.
o Provide agencies and vendors with guidance through written and verbal means including formal presentations.
