Provisional Opportunity:

In the event there is no viable Civil Service list, a provisional appointment may be made. In order to be eligible for a provisional appointment, candidates must be a qualified employee of New York State and have had two years of permanent competitive or 55-b/55-c service as a Nurse Administrator 1, Nurse Administrator 1 (Psychiatric), Nurse Administrator 2, or Nurse Administrator 2 (Psychiatric); and must have a bachelor’s or master’s degree in Nursing, Nursing Administration, Health Care Administration, Public Health, Community Mental Health, or Health Administration along with possession of a license and current registration as registered professional nurse in New York State .

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. At this time, a date for the Mental Hygiene Nursing Program Coordinator examination has not been announced.

Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Hygiene Nursing Program Coordinator, M-1, position. Under the general direction of the Chief Executive Nursing Officer the Mental Hygiene Nursing Program Coordinator will be responsible for the support of the Office of Coordinated Nursing Services and will be responsible for driving strategies to standardize psychiatric nursing practice, increase the use of evidenced informed practices to drive quality and excellence in psychiatric mental health nursing practice, and the use of technology across OMH State Operated Psychiatric Centers.
The incumbent will assist in the administrative and clinical oversight of nursing practice and will perform a broad range of clinical and administrative duties. The incumbent will be responsible for working directly with facility nursing services on recruitment and retention strategies for nurses, MHTAs, SHTAs, the development and implementation of a standardize orientation and training for new nurses throughout OMH State Operated Psychiatric Centers and programs. The incumbent will serve as the nursing lead on nursing informatics projects including the procurement of an electronic health record, a central scheduler and the business owner of other technologies targeted to improve efficiencies in work flow, decision making and patient outcomes. Additionally, the incumbent will promote partnership through affiliation agreements with regional academic institutions, to “Grow our Own Nurses”, attract new nurses to psychiatric nursing, and advance the professional development of OMH nurses.The position will supervise the Community Nursing Services Consultants.
Specific duties to be performed may include, but are not limited to, the following:
• Collaborates with the Chief Executive Nursing Officer to ensure the provision of nursing care at the facility level provides safe patient care and supports OMH’s vision of recovery and supports recruitment and retention at the regional level.
o Promotes regional partnership through academic affiliation universities and other academic institutions specific to increasing the number of BSN, MSN and DNP prepared nurses.
• Provides support to Chief Nursing Officers (CNO/DONs) in aiding staff to adapt and grow in a rapidly changing health care environment, advancing psychiatric nursing practice in OMH inpatient and community based settings, and championing new and innovative approaches to care.
• Leads nursing workgroup researching and applying for nursing research grants to provide resources to strengthen and enhance career ladder bridge programs that advance nursing personnel and registered nurses to become advanced practice nurses.
• Collaborates with Central Office and Facility Human Resources Staff on the implementation and execution of ongoing activities related to recruitment and retention of nurses and direct care staff.
o Directs regional recruitment and retention activities, including the supervision of staff assigned to recruitment and retention activities.
o Contributes to the creation of professional nursing development opportunities in partnership with the Division of Human Resources, participates in and contributes to Civil Services examination reviews, represents nursing services in agency labor/management meetings, and helps to define new nursing roles and competencies for community care.
• Collaborates with Division of State Operated Children’s and Adult Services, Facility management and Office of Quality Management staff in the development and implementation of performance improvement projects related to professional practices for nurses, adherence to federal, state, CMS and Joint Commission standards, regulations and policies.
o Collaborates with the Facility Chief Nursing Officers and assigned facility staff on the development and implementation of evidenced-based and best practices to improve safety, quality and drive excellence in psychiatric nursing practices.
o Serves as the Nursing Lead representing the Office of Coordinated Nursing Services on Announced and Mock Joint Commission surveys in collaboration with other Central Office departments.
Serves as the nursing lead on all nursing informatics projects; procurement of an electronic health record, centralized scheduler and business owner on technologies and tools related to nursing practice and administtarive support
o Collaborates with the staff from the Bureau of Quality Management on activities to promote compliance with Centers for Medicaid and Medicare Services, The Joint Commission and other accreditation standards, and to disseminate best practices for the quality of patient care.
o Leads the development of evidence-based and evidence-informed nursing policy and policies/ procedures throughout the agency; encourages the use of point-of-care procedures and best practices
o Assists in the development and implementation of objectives, policies, and standards of the nursing and direct care services in accordance with standards established by OMH, The Joint Commission, and other accrediting agencies.
• Collaborates with the OMH Director of Education and Training (BEWD)and Facility Nurse Educators, to develop in-service education and training programs designed to increase the knowledge, skills and competencies of nursing care staff- both professional and non-professional.
o Assists in the development of staff training programs and continuing education and ensures that all levels of nursing and MHTA staff receive the training.
o Develops and directs the development of training programs for nurses based upon evidenced based nursing practices.
o Leads the Statewide CNO Nursing Workgroup developing Standardize Orientation and trainings for new nurses.
o Provides targeted on-site training and coaching to improve uptake and drive dissemination of priority initiatives and evidenced based practices at State Operated Facilities and Programs to improve the quality of patient care.
• Provide support for all aspects of the Nurse Development Program (NDP), Healthcare Workforce Retraining Initiative, all tuition reimbursement activities, including monitoring of the program activities to ensure compliance with the Consolidated Business Office rules.
o Collaborates with the Administrator of the NDP program and staff in the consolidated Business Office on the preparation of the Spending Plan for the NDP Budget.
o Supervise the staff responsible for all activities related to tuition discounts and reimbursement, including the Administrator of the Nurse Development, HWRI and OMH Scholars Programs.
• Serves as the representative for Coordinated Nursing Services on standing committees in Central Office, at facility meetings statewide and before professional associations as assigned. May serves on a variety of committees including: Performance Improvement, Infection Control, Environment of Care, Emergency Medical Services, and Labor Management.

Additional Comments Posted salary includes a $20,000.00 Geographic Differential.
