Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Professional Engineer 1 will work in the Environmental section, and perform a variety of duties, such as:

- Perform technical analysis, research, and training related to the interaction of the State's environment and the State's transportation network and transportation projects on both a state and local level.

- Analyze and assess various environmental concerns, including those for both natural resources and historic and archaeological resources.

- Write reports; make recommendations to higher level management; ensure compliance with National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQRA) determinations

- Provide guidance to regional staff and consultants on all aspects of the NEPA and SEQRA during scoping, preliminary design, and final design.

- Compile, track and report all NEPA Cat Ex determinations in accordance with the Department’s Programmatic Agreement Regarding Categorical Exclusions (PARCE) made during the project development process, especially those made in the Design Approval Document, to make sure the Department is meeting the FHWA’s requirements.

- Represent the Department as a contact with the public, local municipalities, the State Office of Parks Recreation, and Historic Preservation, the Department of Environmental Conservation, and federal agencies on issues related to environmental impacts of regional transportation projects.

- Provide technical guidance for landscape ecology, sustainable and green infrastructure, erosion prevention and sediment control, wetland design, vegetation management, including pollinator habitat and invasive species.

- Provide technical expertise on environmental matters to staff of other Department functional groups.

- Prepare environmental studies –such as Air/Noise, HAZMAT, Asbestos, Endangered Species, Ecology, Energy, Environmental Justice– for in-house and consultant design projects.

- Prepare cultural and historic resource studies – including screening documents and finding determination submissions to Main Office, State Historic Preservation Office and Federal Highway
Administration – for in-house and consultant design projects

- Submit for processing of environmental permits and/or agreements for regional projects to make sure those are in place on a timely manner, especially those required prior to the PS&E.

- Review all environmental issues pertaining to the Local Projects and attend meetings as required.

- Review and contribute to statewide policies, procedures, and practices related to environmental justice, native plants, and other environmental related topics.

- Advise staff regarding new regulatory requirements, and advisory and regulatory agency policies.

- Identify and communicate resource needs and issues to unit supervisor.

- Secure, compile, and track environmental commitments made during the project development process, especially those made in the Design Approval Document, to make sure the Department is meeting those commitments at the final design stage, all the way to the construction stage.

- Manage environmental staff including in-house review staff and environmental consultants.

Responsibilities may include serving a role within the incident Command System to Support the department's response to regional and statewide emergency situations.
