MINIMUM QUALIFICATIONS:
Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year of permanent, contingent-permanent or 55 b/c service as a Supervising Budgeting Analyst or two years of permanent, contingent-permanent or 55 b/c service as an Associate Budgeting Analyst. In accordance with Section 52.7 of the Civil Service Law if three or fewer qualified Department of Labor employees in a Supervising Budgeting Analyst or Associate Budgeting Analyst title respond to this posting, Civil Service may approve the permanent appointment of one of these qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
70.1 TRANSFER QUALIFICATIONS:
Candidates with one year of permanent, contingent-permanent or 55 b/c service as a Child Support Specialist 3 Finance, SG 27 may be eligible for transfer.*
52.6 TRANSFER QUALIFICATIONS:
Candidates with one year of permanent, contingent-permanent or 55 b/c service in a title equated to M-1/G-25 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.*
*Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

Duties Description STANDARD DUTIES:
The Chief Budgeting Analyst duties will include but are not limited to the following:
• Assists in the direction and supervision of the preparation of annual budget, supplemental budget requests, special analyses, and reports;
• Schedule preparation of recurring reports;
• Develop ongoing budgetary analyses and prepare appropriate reports which clearly present the findings while identifying apparent or potential problems;
• Assist in overseeing and coordinating the flow of information necessary for effective and timely action by Budget section;
• Oversee development of annual spending plans and evaluate long-range fiscal requirements;
• Meet and negotiate with state, federal, and department officials regarding budget needs, allocations and problems.
